This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4523R0003, posted under the title: UPDE - Asbestos Removal, Demolition & Disposal of Moran House will be issued electronically and can be found by searching for the solicitation at beta.SAM.gov | Home Government Portal website on or about Feb. 10, 2023. The Department of the Interior, The National Park Service NY MABO intends to issue a solicitation for a contractor to: perform asbestos abatement/disposal at Moran-Hurley House, taking care to remove all friable asbestos material found; and, provide all labor, tools, materials required to remove buildings, structures, miscellaneous loose debris and other items as described for each item(s) in the Demolition Descriptions including the abandonment of cisterns, septic tanks and water wells. Likewise, all associated manmade structures, utilities, materials and/or `constructions' shall be removed, i.e., steps, patios, walkways, edging and materials, piping, appliances, tile, tanks, etc. Contractor to also address Water Wells, Septic Systems, Fuel Oil Tanks, Freon-Containing Units and Site Restoration as specified within the Statement of Work (SOW). Moran-Hurley House is located within Upper Delaware Scenic and Recreational River. The entire solicitation package, with all attached documents, will be available in Adobe PDF formats through SAM.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately 120 days. In accordance with FAR 36.204, the magnitude of this contract is between $100,000 and $250,000. Award to be made on a Best Value Tradeoff evaluation process providing the best trade-offs to the government. The resulting contract will be firm-fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing similar asbestos remediation, demolition and disposal of building projects. This solicitation is restricted to HUBZone Small-Business contractors in accordance with Federal Acquisition Regulation (FAR) 6.205 - Set-asides for HUBZone small business concerns. The RFP will be set-aside for 100% HUBZone small-businesses under NAICS Code 562910 - Environmental Remediation Services (size standard 750 employees). This procurement is subject to Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY The National Park Service (NPS) Upper Delaware Scenic and Recreational River (UPDE) is conducting market research to determine availability of firms that specialize in both asbestos removal / remediation and small-structure demolition. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this notice. The Government is seeking responses to this sources-sought synopsis from all interested businesses capable of providing the services needed requirement. Small businesses in all socio-economic categories (including 8(a) Business Development Program, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Woman-Owned, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Description of Services: Description of Services: Ideally, Abatement, Demolition and Disposal of building; abatement of hazardous materials; demolish and dispose of building; removal and ¿safe-off¿ of all utilities, sidewalks, and other permanent fixtures serving the buildings; restore site and include photographic documentation. Contractor shall provide sufficient technical support and project management to assure quality, accuracy of estimates, and timely completion of the project according to delivery requirements. Contractor¿s work responsibility shall include all contractor planning, programming, administration, coordination and management necessary to provide all work as specified. Work shall be conducted by the Contractor in strict accordance with the contract and all applicable Tribal, Federal, State, and local laws, regulations, codes or directives.
