This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4523R0002, posted under the title: STEA - Rehabilitate Diesel Locomotive #1901 will be issued electronically and can be found by searching for the solicitation at SAM.gov | Home Government Portal website on or about Feb. 10, 2023. The Department of the Interior, The National Park Service NY MABO intends to issue a solicitation for a contractor to provide all labor, personnel, equipment, tools and supplies, facilities, materials, transportation of locomotive from and to Steamtown National Historic Site (NHS), supervision and project management to perform the refurbishing and upgrading of Locomotive #1901. Contractor shall provide 1-yr warranty after final approval of project, after a full quality and acceptance inspection and delivery of the finished locomotive to Steamtown NHS in Scranton, PA. The entire solicitation package, with all attached documents, will be available in Adobe PDF formats through beta.SAM.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately 2 years. In accordance with FAR 36.204, the magnitude of this contract is between $250,000 and $500,000. Award to be made on a Best Value Tradeoff evaluation process providing the best trade-offs to the government. The resulting contract will be firm-fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing similar extensive refurbishment projects on historic diesel locomotives. This solicitation is restricted to Total Small-Business contractors in accordance with Federal Acquisition Regulation (FAR) 6.203 - Set-asides for small business concerns. The RFP will be set-aside for 100% small-businesses under NAICS Code 336510 ¿ Railroad Rolling Stock Manufacturing (size standard 1,500 employees). This procurement is subject to Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY The National Park Service (NPS) Steamtown National Historic Site (STEA) is conducting market research to determine availability of firms that specialize in extensive historic renovations of diesel locomotives. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this notice. The Government is seeking responses to this sources-sought synopsis from all interested businesses capable of providing the services needed requirement. Description of Services: Description of Services: Evaluate entire locomotive and systems; determine condition of all components; develop a workplan for rehabilitation; consult with Steamtown NHS for workplan approval of a full rehabilitation and upgrade of all safety, electrical, and mechanical systems to provide a fully operational and dependable diesel locomotive unit that is usable on the FRA (Federal Railroad Administration) general railroad system. This includes updating all systems with modern parts that are readily available through EMD locomotive parts suppliers. Specific information is provided in the draft Statement of Work attached.
