THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY The National Park Service (NPS) Steamtown National Historic Site (STEA) is conducting market research to determine availability of firms that specialize in extensive historic renovations of diesel locomotives. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this notice. The Government is seeking responses to this sources-sought synopsis from all interested businesses capable of providing the services needed requirement. Small businesses in all socio-economic categories (including 8(a) Business Development Program, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Woman-Owned, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. In your response, be sure to identify any conditions which may limit small businesses from participation. Be advised that responses to this notice are limited to email correspondence and limited to a total of six (6) pages. Telephone calls/responses will not be accepted. NAICS code for this requirement: The established NAICS code is 336510 ¿ Railroad Rolling Stock Manufacturing with a size standard of 1,500 employees. The Government will not review general capability statements submitted in response to this notice. Please ensure submissions are tailored to historic diesel locomotive rehabilitation. Questions: Questions regarding this Sources Sought notice shall be submitted, via email, no later than 1:00 p.m. ET, Friday, December 16, 2022. After this deadline, questions will not be considered regarding this announcement. Responses to this notice are due no later than 9:00 a.m. ET, Friday, December 23, 2022. Description of Services: Description of Services: Evaluate entire locomotive and systems; determine condition of all components; develop a workplan for rehabilitation; consult with Steamtown NHS for workplan approval of a full rehabilitation and upgrade of all safety, electrical, and mechanical systems to provide a fully operational and dependable diesel locomotive unit that is usable on the FRA (Federal Railroad Administration) general railroad system. This includes updating all systems with modern parts that are readily available through EMD locomotive parts suppliers. Specific information is provided in the draft Statement of Work attached.
