The National Park Service (NPS), Interior Region One North Atlantic ¿ Appalachian Contracting Program is issuing a Request for Proposal (RFP) for a Simplified Acquisition of Basic Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The NPS anticipates awarding three separate, single-award IDIQ contracts from this solicitation effort for three separate geographical zones: Zone 1 ¿ VA (VA, MD, WV and PA). Zone 2 ¿ New England (CT, MA, ME, NH, VT, RI and NY. Zone 3 ¿ Zone Metro (NY, NJ, PA and DE). This action is being solicited as a Total Small Business HUBZone Set-aside. The primary NAICS code is 236220 Commercial and Industrial Building Construction with a size standard of $ 36.50 million. This requirement is being procured in accordance with FAR Part 36 Construction and FAR Part 15, Contracting by Negotiation. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects (Task Orders) Between $2,000.00 and 2,000,000.00, with a IDIQ ceiling of $30,000,000 for each IDIQ contract award. It is anticipated that the contracts will be for a five-year term. Typical work under the SABER contract will include, but will not be limited to minimal design services, construction of facilities, interior and exterior facility renovations, historic preservation, heating and air conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, surveys, studies, and other related work. All work will be accomplished in accordance with individual task order requirements, master specifications, contractor developed construction drawings, and a detailed estimate developed using a contract specific cost estimating software and unit price databases. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on 1) Experience, 2) Past Performance 3) Technical Approach and 4) Price Proposal.
