The National Park Service, Northeast Region, New England Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for a construction requirement at Lowell National Historical Park in Lowell, Massachusetts. Work will consist of furnishing all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, professional services, and equipment as required to remove and replace the existing 10-ton air handler. The contractor shall confirm condition of existing piping, connecting ducts, and electrical, then tie into the existing heating loop - to effectively heat and cool the space. SOLICITATION NUMBER: 140P4325R0021. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued on or about May 20, 2025, and will be posted to the U.S. government’s website for contracting opportunities at https://sam.gov/content/opportunities. The contracting office will not provide hardcopies or email copies of the solicitation. PROJECT MAGNITUDE: Between $250,000 and $500,000. TYPE OF CONTRACT: This will be a firm-fixed price contract. Federal Construction Wage Rates for Middlesex County, Massachusetts will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238220 Plumbing, Heating, and Air Conditioning Contractors, and the size standard is $19.0 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. REGISTRATIONS: In order to be awarded a contract an offeror must have a SAM.gov Unique Entity Identifier number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.
