The National Park Service, Northeast Region, New England Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for a construction requirement at Lowell National Historical Park in Lowell, MA. Work will consist of providing all necessary personnel, equipment, tools, materials, training, supervision, licenses, and other items necessary to replace outdated irrigation boxes and valves in Boarding house park. Work will include the removal of old boxes and valves, installation of new larger boxes with ballast, installation of new valves and associated fittings, reconnection and/ or repair of existing wiring and pressure testing of the new system with existing remote-control system. There are a total of five boxes and nine valves that will need replacement. A detailed Statement of Work and drawings will be provided with final solicitation documents. SOLICITATION NUMBER: 140P4323R0014. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued on or about 03/31/2023 and will be posted to the U.S. government¿s website for contracting opportunities at https://sam.gov/content/opportunities. The contracting office will not provide hardcopies or email copies of the solicitation. PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract. Federal Construction Wage Rates for Middlesex County, Massachusetts will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 221310 Water Supply and Irrigation Systems, and the size standard is $41.0 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. REGISTRATIONS: In order to be awarded a contract an offeror must have a UEI number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.
