This is a firm fixed price Request for Quote (RFQ) for construction services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 13 and Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P4321Q0039, Site Accessibility Improvements at Roger Williams National Memorial located in Providence, Rhode Island. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-05 dated March 10, 2021 and are available in full text through Internet access at http://www.acquisition.gov/far/. This procurement is a Total Small Business Set-Aside. The Small Business Administration Size Standard for NAICS Code 238990 All Other Specialty Trade Contractorsand the small business size standard is $16.5 million. The scope of this contract is to provide all personnel, equipment, tools, supervision, and other items and services necessary to bring the Park into compliance with site related ABA accessibility requirements. Construction includes repaving, ramp construction, creation and/or alteration of existing bench and picnic pads and purchase of ABA compliant benches, and installation of handrails. Option 1 expands the renovation of compliant paving to include a plaza, connectors with parking and city owned facilities, and purchase of ABA compliant picnic tables. Option 2 includes installation of a new ABA ramp and bus drop off zone within the existing parking lot. Option 3 includes archaeological monitoring for construction. The location of the work is Roger Williams National Memorial located in Providence, Rhode Island. The onsite period of performance is within 4 months of the Contracting Officer issuing the Notice to Proceed. Department of Labor Construction Wage Rate General Decision Number: RI20210001 shall apply. The order of magnitude for this project is estimated to be between $100,000 and $250,000. Quoters must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov, and have completed their Online Representations and Certifications in SAM, in order to be eligible for award. Interested parties are strongly encouraged to inspect site prior to quoting. An organized site visit is scheduled, contact information can be found in FAR 52.236-27, SITE VISIT. A Pre-proposal conference is not planned. Electronic quote shall be accepted for this Request for Quotation. Facsimile quotes shall not be accepted. Quotes shall be emailed to cheryl_maison@nps.gov by the due date of August 5, 2021 at 2:00PM local prevailing time.
