The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic - Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS Code 236220, Commercial and Institutional Building Construction, is $39.5 million. ***** Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about December 17, 2020. ***** Title of Project: Cyclic Maintenance at Oversands Vehicle Program Office, Cape Cod National Seashore ***** Description: This project is for exterior cyclic maintenance at the park's Oversands Vehicle Program office, a National Register-eligible historic structure at Cape Cod National Seashore. Work shall include: repair of two barn doors, one fixed in place and one operable; repair deteriorated sill and studs at gable end fixed barn door, assume 60 linear feet; modify two FRP double-swing interior pass-through doors to include one half-lite window in each; repair any damage to soffit, trim, fascia and rake boards, assume 20 linear feet; replacement of nine (approximately) 35" x 60" non-historic double hung windows; stain approximately 1600 square feet of roofing to match Coast Guard red color; refinish approximately 180 square feet of trim, soffit and fascia; repairs to frieze board, assume 24 inches; replace approximately 530 square feet of shingle siding on southwest side; strip, patch, prep and refinish approximately 1320 square feet of currently painted surfaces on the building. Minimize disturbance to the site to the greatest extent possible unless directed otherwise. Provide all labor, materials, tools, and equipment required to complete this work. All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. ***** Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded using Federal Acquisition Regulation Part 13, Simplified Acquisition, procedures requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability and past performance in comparison to its price. ***** Estimated Price Range: Between $100,000 and $250,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (10) ten days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract no later than 75 days after the Notice to Proceed is issued by the Contracting Officer. **** Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-proposal meeting may be posted and date/location will be noted in the solicitation. ***** All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
