This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 140P4320Q0039 and is issued as a Request for Quote (RFQ) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures and FAR Part 37, Service Contracting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05 dated February 27, 2020. The FAC and FAR are available at https://www.acquisition.gov/FAR. The Dept. of Labor's Service Contract Labor Standards Wage Determination Number 15-4048 (Rev.-16), dated 04/09/2020 (attached) is applicable to this combined synopsis/solicitation. This RFQ is issued as a total small business set-aside. The North American Standard Industrial Classification System (NAICS) Code is 238990, All Other Specialty Trade Contractors with a U. S. Small Business Administration size standard of $16.5M. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). This is a Firm Fixed Price Request for Quote (RFQ) to provide labor & equipment for the Replacement of the Pickering Warf property-line Shadow Box Fence in Salem, Ma. This work is within the Salem Maritime Historic Site. The work includes the removal and the replacement of the existing fence, with an option to move the fence 2 Feet to the East. The awarded contractor shall be responsible for providing all supervision, labor, materials, equipment required to complete this work in accordance with the Statement of Work (Attachment 0001) and the applicable Service Contract Act (Attachments 0002). Contractors shall complete the Standard Form 1449 and submit quotes electronically to Todd Scola at Todd_Scola@nps.gov. Quotes are due on July 15, 2020 at 3:00PM local prevailing time. Questions shall be submitted via email to raymond_darling@contractor.nps.gov. NOTE: Amendment(s) to the solicitation answering any questions relative to these documents will be posted at the Federal Business Opportunities (FBO) website (https://www.fbo.gov), with a link to FedConnect (https://ww.fedconnect.net) where attached documents may be accessed.
