The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic - Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. The small business size standard for NAICS Code 238320, Painting and Wall Covering Contractors, is $16.5 million. ***** Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about June 12, 2020. ***** The NAICS Code for this requirement is 238320, Painting and Wall Covering Contractors with a size standard of $16.5 million. ***** Title of Project: Interior Maintenance Painting of Park Housing Facilities, National Parks of Boston. ***** Description: There is a base project and 6 option projects. The Contractor shall be licensed in the State of Massachusetts as a Lead-Safe Renovation Contractor in accordance with 454 CMR 22.04. All work performed under this contract shall comply with Massachusetts 105 CMR 460.000: Lead Poisoning Prevention and Control. All work performed under this contract shall comply with OSHA Regulation 1926 Subpart C - General Safety and Health Provisions. The work of this contract includes all labor, materials, tools and other equipment and supervision as required for re-painting existing interior walls, ceilings, doors, windows, trim and other elements in designated locations, including not necessarily limited to: 1. Temporary facilities and controls, including relocation of furnishings and equipment. 2. Moisture testing of substrates. 3. Surface preparation including cleaning, small crack repair, patching, caulking as required to receive paint coatings. 4. Minor plaster or carpentry repairs in designated locations as scheduled herein. 5. Application of pre-treatments, sealers, primers and finish paints by brush or roller. 6. Project closeout, including final cleaning and submission of closeout materials. ***** Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded using Federal Acquisition Regulation Part 13, Simplified Acquisition Procedures The basis on which award will be made will include price, technical, and past performance factors. ***** Estimated Price Range: Between $100,000 and $250,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (5) five days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract no later than 11/30/2020. ***** Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-proposal meeting may be posted and date/location will be noted in the solicitation. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
