The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic 1 Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. The small business size standard for NAICS Code 562910, Remediation Services, is $22.0 million.. ***** Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about May 20, 2020. ***** The NAICS Code for this requirement is 562910, Remediation Services, with a size standard of $22.0 million. ***** Title of Project: Remediate Asbestos Tile in Visitor Center, Saratoga National Historical Park ***** Description: The National Park Service desires to have the asbestos tile, original to the building, properly removed and disposed of in accordance with New York State regulations. The Amount of carpet is approximately 2,500 square feet. Quoters should measure during the site visit, or use scaled drawings to verify. Contractor will provide all the necessary personnel and equipment for the removal and disposal of all carpet tile and asbestos tile in areas called out on drawings. Contractor is responsible for the removal or relocation of all office furniture or other movable objects in the areas of work. This includes three desks, chairs, etc. (see enclosed pictures). Storage in other parts of the building is allowed. Contractor will follow all applicable NYS and federal guidelines. Contractor is responsible for the cleaning and preparation of sub floor. Contractor shall provide all necessary engineering controls and air monitoring during the work. ***** Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will utilize the Lowest Price Technically Acceptable (LPTA) source selection process resulting in the selection of the technically acceptable quote with the lowest evaluated price. ***** Estimated Price Range: Between $25,000 and $50,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (5) five days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract within (5) five calendar days after the date of receipt of notification to proceed. ***** Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-proposal meeting may be posted and date/location will be noted in the solicitation. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
