The U.S. Department of the Interior, National Park Service, New England Major Acquisition Buying Office (MABO) intends to issue a sole-source bridge contract to C&S Building Services, Inc., pursuant to FAR 6.302-2 -- Unusual and Compelling Urgency, in support of Utility Operations and Maintenance Services at Statue of Liberty National Monument (STLI). This procurement will provide a bridge contract for a period of three (3) months from March 1, 2019 through May 31, 2020, to allow for the continuation of facilities operations and maintenance services, until the follow-on competitive procurement is awarded. This bridge contract will be a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract. This bridge contract is necessary to allow for the continuation of these services in order to avoid disruption to STLI utility operations and maintenance services while the competitive follow-on procurement is completed. The current contractor, C&S Building Services, Inc. has extensive knowledge of the installation and the processes in place to continue providing uninterrupted continuation of mission critical support. C&S Building Services has the experience and skills required to handle the complex and large capacity systems and operations requirements of STLI. C&S Building Services has the knowledge and personnel to perform the required maintenance, and monitoring in addition to experience in operating critical utility systems.
