FY21 VAFO STIRLING ROOF AND EXTERIOR Request for Proposal (RFP) to construction firms with the capability to perform the work in accordance with the attached specifications. This requirement is being solicited under FAR Part 15. The work includes but is not limited to, all labor, materials, equipment, supervision, bonds, insurance and permits to successfully complete the removal of existing roofing material; preparation and repair of decking; skip- sheathing, and/or shingle lath; installation or repair of all required flashing; installation of new roofing material and associated components. All work performed shall be within compliance of the Contract Specifications. The Government intends to award a single firm-fixed price contract that meet this requirement. This contract will be awarded using the Lowest Price Technically Acceptable Source Selection Process in accordance with FAR Part 15 ¿ Contracting by Negotiation. Set-Aside: This is a competitive small business set-aside acquisition; only small businesses will qualify for award. At the time of solicitation all responsible business concerns may submit proposal, which if submitted in a timely manner, will be considered. All vendors should pre-register to save time, by logging onto the System for Award Management (SAM) Internet site athttp://www.sam.gov. The NAICS code for this proposal is: 238160-Roofing Contactors with a small business size standard of $16.5 million. Magnitude: In accordance with FAR 36.204, the project magnitude is estimated to be between $250,000 and $500,000 and is subject to the Davis-Bacon Act. Department of Labor wage rates for Chester County, PA apply and are included as part of this solicitation package. See Section J Period of Performance: 90 calendar days from notice to proceed. A Bid Guarantee will be required with the Solicitation. Payment and Performance Bonds will be required within 10 days of award. See Section I of the clauses for additional information.
