The Department of the Interior, National Park Service (NPS), First Bank of the United States site, Philadelphia, PA intends to issue a Request for Proposal, 140P4220R0005, to support the preservation of the carved mahogany tympanum sculpture on the First Bank of the United States at Independence National Historical Park in Philadelphia, PA. Work consists of re-painting exterior woodwork, re-attaching detached elements, replacing the bird netting, removing rusting iron anchors and replacing with stainless steel, and patching adjacent flashing. This project must be performed by a qualified architectural conservation firm with extensive experience in the conservation of exterior painted wood elements. The day-to-day operation of the jobsite must be overseen by someone with a graduate degree in a program that is recognized by the National Council of Preservation Education, http://www.ncpe.us/ and minimum seven years of experience on similar projects. Experience must be demonstrated by submitting a resume and examples of relevant work experience. The persons performing the work must have seven years of experience with architectural conservation projects similar to this one. The solicitation, including all bid documents, will be posted to the websites: http://www.fedbizopps.gov and https://www.fedconnect.net on or about February 14,2020. Hard copies of the solicitation will not be mailed or issued. To receive the solicitation package you must download it from one of the above sites. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitation. Contractors must be registered in SAM, System for Award Management, in order to receive contract awards. The North American Industry Classification System Code (NAICS) is 238990, All Other Trade Contractors. The Size Standard is $16.5M. The magnitude for this project is between $250,000 and $500,000 and is subject to the Davis-Bacon Act. A Bid Guarantee will be required with the Solicitation; Payment and Performance Bonds will be required within 10 days of award. There will be a site visit scheduled and perspective offerors are encouraged to visit the site to satisfy themselves as to conditions before providing an offer.
