This is a notice that this solicitation will be conducted through Oral Quotes for two (2) SWAT .308 Winchester bolt action Sniper Rifles and Accessories with the United States Park Police (USPP). A substitution rifle will be allowed if the vendor provides a detailed description of how the quoted rifle meets or exceeds the specifications provided in the attached Salient Characteristics. This action is 100% Set Aside for Small Business. The North American Industry Classification System Code (NAICS) is 332994. The small business size standard is 1,000 Employees. Any offerors that intend on submitting an oral quote, must be actively registered in System of Award Management, sam.gov. Be advised that they U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all soci-economic categories (including 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service Disabled Veteran Owned, Women Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. Questions received after this date and time will not be considered or responded to. The proposal deadline is March 21, 2023 no later than 4:00 pm EST. Offerors must submit proposals via email to both michelle_shoshone@nps.gov and stephanie_cliett@nps.gov. The Government will utilize the Lowest Price Technically Acceptable (LPTA) methodology.
