DESCRIPTION: This is a combined synopsis/solicitation for the United States Park Police Horse Mounted Unit to provide Stall Maintenance Services. The NAICS code for this requirement is 115210 - Support Activities for Animal Production and the Size Standard is $11M. The U.S. Government desires to procure vendors who are able to provide all labor and resources necessary to perform Stall Maintenance Services at multiple stables throughout the Washington, D.C. region. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socio-economic categories (including 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service Disabled Veteran Owned, Women Owned Small Business concerns), are encouraged to identify their capabilities in meeting the requirement at a fair market price. Some of the duties include: Provide stall maintenance and cleaning services seven days per week, including Federal holidays, at two (2) USPP HMP stables. When the new USPP Horse Stable and Education Center on the National Mall is fully constructed and horses are moved into this new facility, the contractor will be providing services seven days per week at a total of three (3) USPP HMP stables. Stall maintenance and cleaning services includes, but is not limited to, feeding and watering horses, cleaning box stalls, aisles, paddocks, and turnout areas. This requirement is anticipated to be awarded as a Firm-Fixed Price award and will include a Base + four option years and ten option tasks. There will not be a site visit for this requirement. Questions will be accepted up to 12 June 2023. Questions received after this date will not be addressed. Answers will be posted as an amendment to this announcement. The changes made effective by the Federal Acquisition Circular 2023-04, effective date 2 June 2023. As a result of the changes of the Federal Acquisition Circular, FAR 52.212-5, Contract Terms and Conditions has been updated to include FAR 52.204-27, Prohibition on a ByteDance Covered Application (Jun 2023) (Section 102 of Division R of Pub. L. 117-328). 2.
