N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced contract is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 321999 and the business size standard is 500. Contractor shall be registered in System for Award Management (SAM) under the appropriate NAICS code. As this is a supply contract, no magnitude will be disclosed. The delivery location is Antietam National Battlefield located at 5923 Mumma Farm Lane, Sharpsburg, MD 21782. The delivery date is 90 calendar days after contract award. NOTE: This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about March 29, 2022. The solicitation could be posted before or after this date. Project Description The NPS ¿ National Capital Area (NCA), has a requirement for a single contractor that is capable of furnishing and delivering 2,500 Virginia Worm rails and 800 Worm posts to Antietam National Battlefield. All rails and posts shall have ¿hand split¿ appearance. This requirement consists of acquiring materials needed for the construction of Virginia Worm Fence within the boundaries of Antietam National Battlefield. Antietam National Battlefield maintains historic fencing to replicate the what the battlefield looked like in 1862. As part of the maintenance of these fences they are periodically repaired and replaced in-kind. Material shall be in accordance with the attached drawing. No additional alternative for species of lumber will be accepted. All material shall either be hand split or have hand split appearance. All bids shall include the cost of delivery. 2,500 rails will be obtained, constructed of Oak, Locust or Cedar wood. 800 posts will be obtained, constructed of Locust or Cedar wood. Contractor is responsible for all delivery to the site. Delivery shall take place between the hours of 7 am to 3:30 pm. All bundles of material shall be no larger than 4 feet in diameter. Rails and posts shall be bundles separately and cannot be mixed. In accordance with FAR 12.102 (b), the evaluation method will be ¿Best Value¿. Award will be made to the Lowest Priced Offer who contains no active exclusions in the System for Award Management.
