N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. This requirement will be issued as a Request for Quote (RFQ), under FAR Part 13. The RFQ will result in a single indefinite delivery/indefinite quantity (ID/IQ) contract award. The Government has determined that a single award ID/IQ is our best interest as authorized by FAR 16.504 (c)(ii)(B). The ID/IQ contract will include a one base period, one option period, and an option for a six (6) month extension. The base ID/IQ contract will not be funded. Refurbishment for three (3) buses refurbishment portion will be issued through the first Task Order, and any additional work will be issued through separate Task Orders as needed. As this had been determined to a single ID/IQ award, fair opportunity will not be provided nor required at the Task Order Level. In compliance with FAR 22.1002-1, Service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates. Under 41 U.S.C.6707(d), service contracts may not exceed 5 years. The solicitation subsequent to this announcement may be canceled at any time. Project Description The Harpers Ferry National Historical Park (HAFE) operates a transit shuttle fleet comprised of ten vehicles; among these are six (6) brand-name specific 35-foot Gillig `Phantom¿ transit buses that provide regular service from spring through fall. Manufactured in 2005, the Phantoms show very little sign of rust and corrosion and have accumulated roughly 150,000 miles of their 500,000-mile Altoona Bus Test rated mileage. The Cummins diesel engines have roughly 12,000 hours of operation on them. Information including Bus Identification Numbers (assigned by the park), Vehicle Identification Numbers (VINs), and Engine Serial Numbers (assigned by Cummins) for each bus in the fleet will be included in the solicitation. In lieu of replacing the vehicles, the National Park Service plans to refurbish the existing Gillig bus fleet to renew their mechanical condition, address systems that are showing signs of failure, and update or `refresh¿ the interior and exterior of the buses. The park anticipates retention of the existing engine and transmissions; and desires as comprehensive a refurbishment as possible given available funds. The refurbishment requirements involve twenty-two (22) categories. 1. General 2. Body / Undercarriage Structure; 3. Entrance and Exit Doors; 4. Passenger & Driver¿s Window, Windshields, and Destination Glazing; 5. Driver¿s Seat, Passenger Seats and Stanchions; 6. Interior Floors, Trim, and Panels; 7. Wheelchair Ramp and ADA Restraint System; 8. Exterior Lights; 9. Destination Sign System; 10. Electrical System and Multiplex Wiring System; 11. Engine Compartment; 12. Front Suspension; 13. Power Steering System; 14. Rear Axle and Suspension; 15. Air System; 16. Driveshafts 17. Front and Rear Brakes (including Wheels and Tires); 18. Heating, Ventilation and Air Conditioning (HVAC) System; 19. Radiator/Charge Air Cooling System and Surge Tank; 20. Exhaust System; 21. Engine; and 22. Transmission. 17) Set-aside Status. The requirement is 100% set-aside for small business. The applicable NAICS is 811111 and the business size standard is $8 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. 18) The location for pick up and delivery is Harpers Ferry National Historical Park, Jefferson County, West Virginia.
