Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204, Disclosure of Magnitude of Construction Project, the magnitude of this project is (B) between $1,000,000 and $5,000,000. The location is the C & O Canal National Historical Park (Milepost 72.8 - 86.9 and 118 -122.6) The period of performance is for 365 days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Quote (RFQ) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about June 3rd, 2021. PROJECT DESCRIPTION The work consists of the general resurfacing of approximately 18.7 miles of historic towpath (Milepost 72.8 - 86.9 and 118 -122.6) by placing, compacting and grading granular stone. The contractor will be required to furnish all equipment, material, labor and supervision to resurface the towpath, repair minor erosion damage on the towpath shoulders. The towpath can only be accessed in specific locations and therefore, some repairs will be necessary at ingress and egress locations of work areas. The towpath is weight restricted and narrow due to historic structures along the towpath. The contractor shall submit equipment type, size, and weight to the NPS for approval prior to start of construction. For bidding purposes, the project is broken down into a base and an option section as outlined in the specifications.
