N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. The period of performance - The single contract will be awarded and will include a period of performance from 15 September 2021 through 15 March 2022. There will be additional items included as options, subject to the availability of funding. In compliance with FAR 22.1002-1, Service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates. Under 41 U.S.C.6707(d), service contracts may not exceed 5 years. The solicitation subsequent to this announcement may be canceled at any time. Project Description The C&O Canal National Historical Park (CHOH) is home to multiple historic aqueducts used to facilitate maritime transportation activities in the 19th and early 20th century. These aqueducts are historical structures protected by statute and agency policy, and centerpieces of the park¿s historical and aesthetic presentation to the American public. Hydraulic action along the Potomac River watershed, combined with high water flood events result it large loads of woody debris and forest biomass accumulation along the ¿barrels¿ of aqueducts. Accumulated debris load over time threatens structural integrity of the historic structure as load forces increase due to the ¿dam¿ effect of the developing logjam. Logjam development increases exponentially after the first accumulation begins, as the biomass accumulation intercepts debris at an increasing rate in proportion to the amount of accumulation already present. The three aqueducts selected, particularly are impacted by the logjam phenomenon: At the Seneca location, the shallow muddy bottom results in accumulation that blocks vessel access to the Potomac River, adversely impacting freshwater maritime traffic utilizing the boat launching ramp located in close proximity upstream. The poor overall condition of the structure is also a concern, especially given the tendency for invasive vegetation to develop in the masonry seams and joints. The Monocacy Aqueduct is the largest and most notorious of the historic aqueducts within the park. The Monocacy River is the largest watershed by volume spanned by C&O Aqueducts. Compounding debris accumulation at this site is non-federal logjam clearance of other bridges up-stream, which sets debris masses in motion that invariably accumulate against the aqueduct and obstruct waterflow through the barrels. Lastly, the Catoctin aqueduct has a propensity to accumulate obstructing debris along the two outer barrels due to the shallow depths extending along the banks. The dam effect forces hydrological flow to be diverted through the remaining center barrel. During highwater events, this has the potential to greatly increase the force of flow through the center barrel much like a pressure nozzle on a garden hose. In the case of aqueducts, the most efficacious solution is removal of the woody debris mass (logjams) before accumulation reaches a critical action threshold, and thus preventing the development of a major logjam. The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination and equipment incidental to and necessary woody debris removal and vegetation management in and around the Seneca, Monocacy, Catoctin and Conococheague Aqueducts (Montgomery County, Frederick County, and Washington County, MD). 1. BASE TASK 1: Remove woody debris accumulation along the upstream side of the Seneca and Monocacy Aqueducts 2. BASE TASK 2: Perform woody plant and vegetation clearance of the Seneca Aqueduct structure. 3. OPTION TASK 1: Remove woody debris accumulation along the upstream side of the Catoctin Aqueduct. 4. OPTION TASK 2: Remove woody debris accumulation along the upstream side of the Conococheague Aqueduct 17) Set-aside Status. The requirement is 100% set-aside for small business.
