Amendment 2 is to: 1) extend the proposal due date to Wednesday, September 30, 2020 by 4:00 PM EST and revise Instructions to the Offerors to reflect change; 2) revise the SOW to change the completion date to October 2022; 3) add additional attachment for Photo Additional and RFI Responses. i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation; proposals are being requested. ii) The solicitation number is 140P3020R0038. This solicitation is issued as a Request for Proposal (RFP). Award will be made for one firm fixed price contract. Award is subject to availability of funds. iii) The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-08 (effective 07-14-2020). iv) This is a 100% total set aside for small business. The NAICS code is 238990 with an associated small business size standard of $16.5 million. v) Period of Performance will be one (1) year from date of award. vi) The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and all other items necessary to provide services for the design, reconstruction and installation of Edith Noyes Armillary Sphere Artwork at Meridian Hill in accordance with the Drawings and Statement of Work within Rock Creek Park, Washington, DC. The contractor shall perform to the standards of the contract and comply with all local, state, and federal regulations. vii) The dates and places of services are described in the Statement of Work and Drawings/Photos attachments. viii) The provision at FAR 52.212-1, Instruction to Offerors- Commercial, applies to this acquisition and is included in the Clauses and Instruction to the Offerors attachment. ix) The provision at FAR 52.212-2, Evaluation-Commercial items and the specific evaluation criteria applies to this acquisition and is included in the Clauses attachment. x) The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition and is included in the Clauses attachment.
