The purpose of this amendment is to do the following: 1.Change the solicitation award basis to: FAR 15.101-1 Tradeoff Selection Process. The Government intends to award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is evaluated as being the most advantageous to the Government. The Government reserves the right to make an award without discussions. For this solicitation, past performance is more important than technical; technical is more important than price; past performance and technical, when combined, are significantly more important than cost/price. 2.Add Past Performance as an Evaluation Criteria: Provide a list of three (3) contracts that are similar in size, complexity, and nature to this project completed in the past five (5) years. The description of each project shall clearly describe the scope of work performed and the relevancy to the project requirements of this solicitation. The offeror shall provide information on any problems encountered on the contracts identified above, and corrective actions taken to resolve those problems. The contracts may include those entered with Federal, State, local governments, and commercial businesses. Each project shall list a reference that can validate past performance. Offerors will be provided an opportunity to comment on adverse past performance if it has not already been afforded that opportunity by the entity providing adverse past performance information. The Government may also include data obtained independently from other Government and commercial sources. 3.(7) additional sites are being added to the scope of this contract due to park staff being significantly reduced because of the COVID-19 Pandemic. The sites that have been added are as follows: John Marshall Park, Sheridan Circle, DuPont Circle, Bolivar Park, Banneker Park, Shevchenko Park. An updated Scope of Work and updated Price Schedule are attached. 4.
