Amendment #4 incorporates: - Attachment 3c, Revised Wage Determination CA20240018 (1-12-24) (12 pages), which replaces Attachment 3b. - Attachment 4d, Clarifications 85 - 87 (1 page), which includes minor changes to the RFP and SOW. We will not accept additional questions. Amendment #3 extends the due date and time to January 19, 2024, at 9:00 am PT and incorporates: - Attachment 1a, Revised Statement of Work, that replaces Attachment 1. - Attachment 3b, Revised Wage Determination CA20240018 (1-5-24), that replaces Attachment 3a. - Attachment 4c, Clarifications 63 - 84, which includes minor changes to the RFP and SOW. - Revised Forms 2 through 6 to be used in proposal preparation. Amendment 2 incorporates Attachment 4b, Clarifications 55 - 62, which includes minor changes to the RFP and SOW. The due date is moved to 1:00 PT on January 17, 2024. Submit additional questions ASAP, but no later than 11:00 am on January 10, 2024. Amendment 1 transmits two attachments (3a and 4a) that are incorporated in the solicitation. The contractor will implement a Non-Time Critical Removal Action (NTCRA) work plan to clean up the Grant Grove Former Waste Disposal Area (FWDA) in Kings Canyon* National Park, Fresno county, California. The work includes removing ~9,988 tons of soil and debris, transporting it to appropriate disposal facilities, collecting and analyzing post-removal confirmation samples, limited reconditioning of the site, and preparing a Response Action Completion Report. The work includes lab analyses of soil samples in addition to preparation of reports and other documentation required for this type of CERCLA action. A payment bond (100%), performance bond (100%), and liability insurance will be required prior to contract performance. An offer guarantee will be required with proposal submission. PROJECT LOCATION: The Grant Grove FWDA site is located southeast of the unincorporated Sequoia and Kings Canyon Village west of Happy Isle Loop Road; nearby features include Grant Grove Village to the northwest and Upper Pines Campground to the east. The Site covers approximately 2.8 acres. Maps and information are at www.nps.gov/SEKI. SITE VISIT: A group site visit is scheduled on Wednesday 11/29/23. Pertinent details are in Section L of the solicitation. Attendance at the site visit is strongly encouraged (not mandatory). Requests for individual site visits will not be honored. DETAILS: This is a best value negotiated procurement set-aside for Indian Small Business Economic Enterprises (ISBEEs) in accordance with the Buy Indian Act (25 U.S.C. § 47, as amended) and Department of the Interior Acquisition Regulation (DIAR) Part 1480. The prime contractor shall not subcontract more than the subcontract limitations specified in FAR clause 52.219-14 to other than responsible Indian Small Business Economic Enterprises when receiving an award under the Buy Indian Act. For this purpose, work to be performed does not include the provision of materials, supplies, or equipment and falls in the category ¿general construction¿. The NAICS code for this project is 562910, Remediation and cleanup of contaminated buildings, mine sites, soil, or ground water, and the small business size standard is 1,000 employees. All work will be performed under a single firm-fixed-price construction contract. As stated in the prescribed range in FAR 36.204, the estimated magnitude of this project is between $1,000,000 and $5,000,000. Future amendments to this RFP will be posted in the Contracting Opportunities section of SAM (https://sam.gov/content/opportunities). The solicitation package will be in Microsoft Word, Microsoft Forms, Microsoft Excel, and Adobe PDF. Proposals will be due approximately 30 days after the RFP is posted, specifically they will be due by the date and time specified in Block 13 of the Standard Form 1442 or as stated in the most recent amendment (SF30). Offerors will submit their proposals by email and past performance questionnaires will be submitted using Microsoft Forms per instructions included in the solicitation. Proposals will consist of two volumes (technical and price). The government will consider each offeror's technical capability in comparison to its price and award to the firm whose offer represents the best value. Prospective offerors must visit SAM.gov periodically to check for amendments and other changes to the contract documents; no other notifications will be sent nor will hard copies of the solicitation be mailed or issued. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however offerors who have not established and/or maintained an active registration at www.SAM.gov prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award.
