The National Park Service, Washington Contracting Office, Historic Preservation Training Center, is soliciting proposals for all labor, materials and travel to rehabilitate the Lippincott Cottage Roof. The Lippincott Cottage is a large, three-story, wood framed structure in the Queen Anne style. It has both hipped and gabled roofs, dormers, an octagonal tower, and porches covered in asphalt shingles of varying age. A recent investigation has identified the structural deficiencies of the Cottage. The work of this contract includes reroofing the Lippincott Cottage, which is the first step in returning the Cottage to a structurally stable condition. Specifically, the work includes: removal and replacement of existing sheathing on all roofing except for the tower, limited repair of roof framing, limited repointing of brick chimneys, removal of tower shingles and underlayment, and installation of new, asphalt roofing, including underlayment, waterproofing, shingles, ridge vents, flashing, gutters and downspouts, and snow guards. The roof is approximately 4,400 square feet. The estimated construction range for this project is between $100,000 and $250,000. A tentative date for the Preproposal Conference and Site Visit is scheduled for July 30, 2020 at 10:00 a.m., however verify the final date and time in the issued Solicitation. The meeting location is at the Lippincott Cottage, 151 Cottage Lane, St. Michael, Pennsylvania. Three days prior to the meeting email the company and names of those attending the meeting to sheila_rushlow@nps.gov. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in Sections L and M of the Solicitation. The Government anticipates award of a firm-fixed price contract on or before September 10, 2020. The Solicitation with be issued electronically on the Beta Sam.Gov Website at https://beta.sam.gov. The Solicitation with specifications and drawings will be posted on or about July 16, 2020. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal submission instructions will be identified in the Solicitation document. Proposals shall be submitted on or before 12:00 p.m. local prevailing time on August 14, 2020.
