The National Park Service (NPS), Washington Contracting Office (WCO) seeks to determine the availability and capability of potential SMALL BUSINESSES, CERTIFIED 8(a) SMALL BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS, and/or WOMAN-OWNED SMALL BUSINESSES for the project below. The Government anticipates a competitive method of contracting. Project Name: Design/Build Installation of Electrical Vehicle Charging Stations Location: Multiple National Park Locations in the State of California (Pinnacles National Park, Yosemite National Park, Sequoia & Kings Canyon National Parks, Lassen Volcanic National Park, Point Reyes National Park, Golden Gate National Recreation Area and others as needed/required) Estimated Magnitude: Between $500,000 and $1,000,000 Estimated Period of Performance: June 2019 through July 2020 Project Description The California Energy Commission and the National Park Service have signed an agreement that makes funding available to the National Park Service to install electric vehicle (EV) charging infrastructure in a number of California National Park Units. The goals of the agreement are to: • Provide infrastructure to allow EV travel to California's National Parks for destination travel • Evaluate and determine viable sites for EV charging infrastructure • Accomplish site vetting, compliance, and contracting to prepare for installations • Install Level II EV charging stations within California's National Parks The Design-Build project scope will include but not be limited to the following: • Identification and assessment of viable sites within the designated Park units for EV charging infrastructure • Coordination of final site selection with appropriate Government and project team members • Development of site designs, complete signed/stamped 100% construction documents (drawings/specifications/product data and cost estimates) to design and install level II EV charging station and associated support infrastructure and utilities • Completion of pre-construction activities, including compliance and coordination with associated support infrastructure and utilities. Note: NPS will provide management assistance (assisting with the coordination with SHPO, the park and region) related to the compliance effort. The compliance effort is envisioned to be classified as a "categorical exclusion" due to locating improvements on previously disturbed land. • Installation of EV charging infrastructure in designated Park units including the installation of a separate electrical meter for each installation site • Provide as-constructed drawings, necessary operations and maintenance training and warranty information • Option: Provision of a viable solar panel array assembly solution with associated battery storage capabilities, including completion of calculations and drawings to support complete installation of two (2) Level II portable EV charging stations • Option: Provision of a viable DC Fast Charger assembly solution, including completion of calculations and drawings to support the complete installation of two (2) DC fast charger electrical vehicle charging stations (universal) The NAICS Code for this requirement is 237130 Power and Communication Line and Related Structures Construction with a corresponding size standard of $36.5 million gross receipts, averaged over the preceding 3 years. The size of a small business firm includes all parents, subsidiaries, affiliates etc. see 13 CFR 121.103 and 13 CFR 121.108 All firms should be certified in SAM https://www.sam.gov at time of submission in response to this notice. If submitting as a joint venture, the joint venture also must be registered in SAM at time of submission. The following Limitations on Subcontracting apply to each category as follows: • Small: In accordance with FAR clause 52.219-14, at least 15% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. • 8(a): In accordance with FAR clause 52.219-14, at least 15% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. • HUBZone: In accordance with FAR clause 52.219-3, at least 15% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other HUBZone small business concerns. • Service Disabled Veteran-Owned: In accordance with FAR clause 52.219-27, at least 15% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. • Women-Owned: In accordance with FAR clause 52.219-30, the concern will perform at least 15% of the cost of the contract incurred for personnel with its own employees. In order to be considered capable for award of this acquisition, firm(s)/teams must demonstrate the ability to perform within the Limitation on Subcontracting requirements listed above. Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided for your company and any major proposed subcontractor, including a proposed design firm. You must also provide a letter from your bonding company verifying your bonding levels. Include your firm's name, DUNS number, CAGE Code and identification/certification of business size and socioeconomic group in submissions responding to this notice. Required Capabilities & Evaluation Criteria: 1. Demonstrated experience with coordination, site selection and design of EV charging stations (level II) and related infrastructure for projects of similar scope and size 2. Demonstrated experience managing the design and installation of EV charging stations and related infrastructure for construction projects of similar scope and size. 3. Demonstrated ability to work in a visible public location incorporating site safety and safety of the public. 4. Project management experience including client reporting, Sharepoint systems, CPM scheduling, implementing and maintenance of a Quality Control Program.
