The National Park Service (NPS), Washington Contracting Office (WCO), in support of the Social Science Branch (SSB) within the Natural Resource Stewardship and Science Directorate (NRSS), announces its intention to procure on a competitive basis, an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a broad spectrum of socioeconomic research and analysis services. Program Background A. The scope of the Socioeconomic Research IDIQ contract involves the following types of research: 1. Primary research where the Contractor develops, implements, analyzes and reports upon the study. 2. Secondary research where the Contractor applies known and NPS identified existing data sources to conduct analyses and report results. Where NPS will be identifying existing data sources, those will be identified at the Task Order level. 3. Data mining where the Contractor explores applicable current academic and management body of research and associated data and may or may not be directed to conduct analyses as part of the effort. This research, surveying and analysis required under this IDIQ will encompass the following task types: • Type 1: In-Park/Management Unit Visitor Studies These studies can include, yet are not limited to, survey research, focus groups and semi-structure interviews that seek to understand visitor values and attitudes of a variety of different resource and experiential conditions. Intercept methods could include road and pedestrian-based, web-hosted methods based on the details of the park travel system architecture and respondent universe. • Type 2: Personnel and Partner Studies These studies are designed to investigate internal agency and department issues from Federal staff comprised within and with partners. These studies would provide valuable in-depth data on issues related but not limited to workforce management, empowerment and equity, management values and attitudes, personal values and attitudes, evaluations on agency culture and resource conditions, agency efficacy, etc. • Type 3: Regional Economic Impact and Economic Welfare Studies These analyses would include mostly existing data but may occasionally include primary data collection. Common studies would include Cost/Benefit and Regulatory Flexibility Analyses, but may also include choice studies, willingness to pay and visitor spending profile estimates. These analyses would relate to federal rulemaking, NEPA economic impact analysis, impacts from national parks for regional, agency, and department-wide compilation and reporting. • Type 4: Recreation, Transportation and Carrying Capacity Studies These studies comprising of mainly primary data collections would include both evaluative, descriptive, or a combination of both types of data to understand how visitors feel about their experiences across a variety of hypothetical and real conditions. Studies could include visitor movement, travel pattern studies, and visitor use level estimation to compare to visitor evaluations of conditions and how they change over time and under various use levels. Additionally, a significant focus of research in conflict is expected between various activity groups that utilize the same areas and may impact experiences of others. • Type 5: Non-Visitor Studies These studies include displacement and awareness studies by respondent universes currently outside of the National Park System which could include but are not limited to gateway community and regional stakeholders, historic visitors that decide not to go to national parks, potential future visiting members of the public, and NPS program participants. Question types would focus largely on awareness, experience use/history, values and attitudes, visitor characteristics, motives or constraints to behaviors the NPS would like to instill and foster to engage, educate, and serve the public. • Type 6: Peer Review Management Numerous studies, conducted by other vendors and investigators will require external peer review, as called upon by the NPS Peer Review Interim Guidelines (http://www.nps.gov/policy/Interimpeerreview.htm). This will include management of these processes and identification and payment of subject matter experts to provide reviews. These procedures will have to be well documented to show consolidation and appropriate response to peer reviewers' comments. Peer review management would require acquisition of peer reviewers that meet the requirements for subject matters experts, outlining time lines of the reviews, author(s) response and documentation of the entire process leading to subsequent product refinement. Set-Aside: B. TBD. Results from this Sources Sought notification will assist the Government in determining whether some or all of the scope of work can be performed by a small business entity. Contract Type: C. The Government anticipates that this single award IDIQ contract will allow firm fixed price, labor hour, and time and material type orders. Task orders are anticipated to be primarily of the firm fixed price type. North American Industry Classification System Codes (NAICS): D. The NAICS code for this acquisition is 541990 "All Other Professional, Scientific, and Technical Services". The Small Business Size Standard for this NAICS code is $15.0 million. Estimated Period of Performance: E. The anticipated Period of Performance will include a one base year and four one year option periods, for a total ordering period potential of five years from contract award. Estimated Ceiling and Order Price F. The estimated IDIQ minimum is $100,000 and the maximum is $40,000,000 over the potential five year ordering period. It is anticipated that the maximum order amount that the contractor will not be obligated to honor is $3,000,000. SOURCES SOUGHT SUBMITTAL INFORMATION G. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than ten (10) 8.5" x 11" pages in length exclusive of cover and table of content pages, single spaced, and 12-point font minimum). The capabilities statement package shall address, at a minimum, the following items related to the services required: • Prior/current corporate experience performing efforts of similar size and scope within the last five (5) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, and a brief description of how the referenced contract relates to the services described. • Demonstrate a comprehensive understanding of and experience with conducting and reporting the range of research and analysis outlined in the study types. • The following disciplines may be required. Describe how the following expertise will be provided: o Project Manager - A project manager with five years of experience working with federal land management on social science, socioeconomic, visitor use, or similar land management related projects in scope and application. o Senior Social Scientist - A PhD level senior social scientist with at least five years of experience conducting research with federal land management on social science, socioeconomic, visitor use, or similar land management related projects in scope and application. o Social Science Specialists - Numerous social science specialists with at least two years of experience in field logistics and administration of study implementation on federal land management units that thoroughly outline the capability to handle the possibility of a high volume of projects being conducted at any given time nationally. o Statistician - A graduate level trained statistician that demonstrates applied experience with social science, socioeconomic, visitor use, data in federal land management. o Economist - A graduate level trained resource economist in social welfare measures in non-market economics. Economist must demonstrate awareness through previous experience in natural resource issues in protected areas as it relates to human use/consumption, its impacts to recreation experience, and local and regional economics as a result of proposed rulemaking to phase out commercial consumptive use. All capabilities statement packages shall also address the following: • Company profile to include number of employees, annual revenue history, DUNS Number, socioeconomic status and a statement regarding current size status. Responses to this Source Sought announcement shall be submitted in electronic format only. Electronic submittals shall be in .pdf format and submitted by email to paula_johnson@nps.gov.
