Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. North American Industry Classification System (NAICS) code: 237130 Communication tower construction Small Business Size Standard: $45M Solicitation: The NPS anticipates issuing a request for proposals in the Fall of 2025. Bonding: The NPS anticipates bid, performance and payment bonds will be required ¿ Project Description: The project is located at Lake Mead National Recreational Area, Arizona and Nevada The construction magnitude Between $5,000,000 and $10,000,000. The surrounding area is rural with limited staging located as shown on drawings. 1. At TV Hill, the Construction Contractor shall have limited use of the site for construction operations. There are co-existing buildings at the site owned by a third-party. Limit use of premises to areas within the Construction Limits indicated on drawings. Do not disturb portions of the property beyond areas within the construction limits . 2. At Virgin Peak Ridge site and staging site, the Construction Contractor shall have limits of use of the site in accordance with the requirements of the Right of Way permit issued by the BLM. Note any unique material delivery requirements. ¿ Two of three sites are only accessible by helicopter, logistics and planning will be key. ¿ The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. ¿ The site requires protective measures to ensure the surrounding area remains undisturbed. The anticipated period of performance of 547 calendar days including any potential weather shutdown. Work Phases: 1. TV Hill. The Work for the TV Hill site location shall be conducted three phases in the following order, with each phase substantially complete before beginning next phase: a. This project will construct new site civil infrastructure (shelter, tower, power) without disruption of communication operations on existing infrastructure. Demolition of existing site infrastructure will not take place until all required communication systems are migrated to the new site infrastructure and verified as operational. b. In coordination with, work completed by others, support the migration of the communication systems from the existing infrastructure to the newly constructed site civil infrastructure. c. This project will demolish and dispose of the existing site civil infrastructure without disruption of communication operations. d. TV Hill can support construction operations year-round. 2. Mount Wilson. The Work for the Mount Wilson site location shall be conducted three phases in the following order, with each phase substantially complete before beginning next phase: a. This project will construct new site civil infrastructure (shelter, tower, power) without disruption of communication operations on existing infrastructure. b. Work completed by others will migrate the communication systems from the existing infrastructure to the newly constructed site civil infrastructure. c. This project will demolish and dispose of the existing site civil infrastructure without disruption of communication operations. d. Mount Wilson can support construction operations during the months of May through November. 3. Virgin Peak. The Work for the Virgin Peak Ridge site location shall be conducted three phases in the following order, with each phase substantially complete before beginning next phase: a. This project will construct new site civil infrastructure (shelter, tower, power) without disruption of communication operations on existing infrastructure. b. Work completed by others will migrate the communication systems from the existing infrastructure to the newly constructed site civil infrastructure. c. This project will demolish and dispose of the existing site civil infrastructure without disruption of communication operations. d. Virgin Peak Ridge can support construction operations during the months of May through November. Project Scope: This project will address three existing communications sites and investigate refurbish or replacement with new structures, foundations, radio towers, solar array, and support structures at: two mountain top radio repeater sites found at Virgin Peak and Mount Wilson; one site found at TV Hill. This project will address required technology upgrades to the dispatch and Land Mobile Radio systems to allow for Law Enforcement Encryption and employee/officer tracking. This project will also allow for the sites to incorporate industry standards for Motorola R56 and DOI Physical Security Standards. This will enhance employee safety and the visitor experience by allowing for timely coordination of emergency services and law enforcement operations via a reliable emergency communications network. Access to the three mountaintop sites is by air, with only one having a dedicated landing zone. The other two sites require the helicopter to make either a ridgeline landing or landing onto a roughly cleared rocky patch, both of which are considered sub-optimal. Project Conditions: There are three locations for this project shown in the contract drawings. Two locations, the TV Hill and Mount Wilson communication sites are within the Lake Mead National Recreation Area, and the third location, Virgin Peak Ridge communication site, is within the BLM managed Gold Butte National Monument to the north of the Lake Mead National Recreation Area. The TV Hill site is at Lat/Long 35.211608 -114.556577. The TV Hill site is accessible only by 4WD road that may not support all logistics requirements. A logistics staging site location has been identified that is 0.91 miles from and 386 vertical feet below the TV Hill site. The Mount Wilson site is at Lat/Long 36.023606 -114.619427. The Mount Wilson site is a remote site location, 2.1 miles straight line distance from, and 2573 vertical feet above the nearest roadway. A logistics staging site has been identified that is 4.85 miles from and 4094 vertical feet below the Mount Wilson site. The Virgin Peak Ridge site is at Lat/Long 36.568721 -114.070834. The Virgin Peak Ridge site is a remote site location, 2.4 miles straight-line distance from, and 2551 vertical feet above the nearest roadway. A logistics staging site has been identified that is 10 miles from and 4200 vertical feet below the Virgin Peak Ridge site. Remote Site Logistics: All sites are remote work sites that will require a suitable contractor¿s logistics plan to support construction operations. TV Hill can be supported by a labor commute from Laughlin, NV. A construction camp site is not authorized for TV Hill. Virgin Peak Ridge can be supported by a labor commute from Mesquite, NV. A construction camp site is not authorized for Virgin Peak Ridge. Mount Wilson it is possible to obtain NPS authorization for a construction camp site. Remote Site Operations Mount Wilson and Virgin Peak Ridge are remote sites, over 2 miles of straight line distance from the nearest roadway. Access to the site and the transport of work materials will not be allowed to alter the historic landscape or damage the natural resources by ground disturbance within the Park or BLM lands. A contractor provided detailed logistics plan is required to support construction operations. TV Hill is only accessible by a 4WD road.
