Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. North American Industry Classification System (NAICS) code: 237990, Other Heavy and Civil Engineering Construction Small Business Size Standard: $45,000,000 Solicitation: The NPS anticipates issuing a request for proposals in the June of 2023. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: Project Conditions: The project is in Cape Hatteras National Seashore, Buxton, North Carolina. The Ocracoke Light Station is located on the southwest of Ocracoke Island, north of Ocracoke Inlet and facing Pamlico Sound in Hyde County, North Carolina.The construction magnitude is $1,000,000 - $5,000,000. The surrounding area is remote with limited staging located near the light station. The site requires a round trip ferry ride for regular access. The construction site is 70 miles from nearest suppliers and lodging facilities. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The structure is a historic resource. The anticipated period of performance of 548 calendar days after issuance of the Notice to Proceed, which includes any potential weather shutdown. There may be seasonal/weather shutdowns mandated through the construction season. Winter construction may be required. Project Background: The Ocracoke Light Station is comprised of the historic Ocracoke Lighthouse, Double Keepers¿ Quarters, and five other buildings and ancillary structures. Built in 1823, Ocracoke is the oldest functioning lighthouse and keepers¿ quarters in North Carolina, is the second oldest remaining in service in the United States and was placed on the National Register of Historic Places in 1977. The Ocracoke Light Station includes the Double Keepers¿ Quarters, carpenter¿s shop, pump house/store house, cisterns, privy, oil house, generator house, wooden picket fence, historic live oaks, and cedars, and one bald cypress. The Light Station¿s national register nomination identifies a period of significance of between 1823 and 1941. The Ocracoke Light Station and supporting structures incurred significant wind and flood damage from Hurricanes Matthew, Florence, and Dorian between 2017-2019. Most recently, the Light Station and all supporting structures were inundated with storm surge from Hurricane Dorian in 2019. Project Scope: This project will elevated approximately 4 feet to protect against storm surge and then repair water damage from Hurricane Dorian for the following historic structures: Double Keepers Quarters (DKQ), Privy, Storehouse, Carpenter Shop, Oil House, Generator House. The facilities will be remediated for mold, lead base paint and asbestos containing material. The repair shall comply with the Secretary of the Interior¿s Standards for Treatment of Historic Properties and compliance documentation. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.¿see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. (3) Statement regarding your company¿s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on 3 projects of similar size, scope and magnitude, and constructed under similar conditions. Ensure to emphasis your Historic Experience and Experience working in a remote site with similar logistical challenges.
