The solicitation will be issued electronically on the System for Award Management (SAM) website at www.sam.gov . Proposal documents will be available for download in the following electronic formats: Microsoft Word, HTML, Microsoft Excel, and Adobe PDF. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.sam.gov. The System for Award Management (SAM) (www.sam.gov) website has an Interested Vendors List where you can add your company's interest. Registering may provide the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a UEI number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Anticipated to be issued between 15 to 45 calendar days after issuance of the pre-solicitation notice (synopsis). Estimated issuance date to be during the timeframe of 8 May to 2 June 2023. Interested vendors are required to visit the SAM website periodically to check for official issuance of the solicitation. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The NAICS Code for this requirement is 336611 with a size standard of 1,250 employees. Title of Project: Rehabilitate Steam Ferryboat Eureka, SAFR 319315B Description: This design-build project will include design services (Marine Engineering and Naval Architecture) and shipbuilding construction services to rehabilitate National Historic Landmark (NHL) Steam Ferry Boat Eureka, currently located at San Francisco Maritime National Historical Park. Work will include: preliminary design alternatives (within the project budget) for replacement of the hull; facilitating a value analysis workshop to assist the NPS with evaluating the design alternatives and selecting a preferred alternative; preservation of historical components, in kind replacement of superstructure components, and accessibility improvements within the ship; and construction of all improvements. Additionally, the ship shall be inspected in its berth, stabilized at SAFR, and transported to and from a facility or facilities capable of drydocking the ship for inspection prior to / during design and construction of the proposed improvements. The goal of the overall project is to rehabilitate the Steam Ferry Boat Eureka so it may continue to serve as a publicly accessible floating museum ship at SAFR and operations, maintenance, and future restoration work are viable for decades to come. The Eureka is located at San Francisco Maritime National Historical Park (SAFR), San Francisco, CA. The National Historic Landmark (NHL) Steam Ferry Boat Eureka is a contributing feature to the Aquatic Park National Historic Landmark District, and a one of the centerpieces of the six historic ships at SAFR described in the enabling legislation. Docked on the Hyde Street Pier, in her historic location, the Eureka had an important role in the transportation history of the San Francisco Bay area. Built in 1890, the Eureka is the largest historic wooden ship still floating in the world (299 feet long); the only large wooden-hulled passenger ferry in existence; the only side-paddle ferry afloat today; the only walking beam engine in a floating ship; the largest walking beam engine ship in existence (2564 gross tons); and the oldest steamer in the U.S. with original power plant (126 years old). Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. Estimated Price Range: The construction magnitude is more than $10,000,000.00. Estimated Period of Performance: September 1, 2023 to November 30, 2027 Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. Project Description: Project Conditions - The vessel is currently located at San Francisco Maritime National Historical Park in San Francisco, CA. - The construction magnitude is more than $10,000,000.00. - The park area is urban with limited facilities and staging located at the pier - 2905 Hyde St, San Francisco, CA 94109. - The construction site will be at the contractor¿s preferred location. - The structure is a historic resource. - The anticipated period of performance is multiple years. - There will be no seasonal or other shutdowns mandated through the construction period. Project Scope: The goal of the overall project is to rehabilitate the Steam Ferry Boat Eureka so it may continue to serve as a publicly accessible floating museum ship at SAFR and operations, maintenance, and future restoration work are viable for decades to come. The hull is considered to be in poor structural condition and will need total replacement or total repair. ¿In kind¿ replacement of the total hull assembly is considered to be highly complex because there is not a precise understanding of how much of the original hull is sound, or how concentrated or dispersed damage (rot) may be. Replacement in kind raises concerns about material availability, cost, and long-term maintainability. The owner wishes to consider alternative approaches to repair or replacing the hull, including a different material and method of construction. Any replacement hull must maintain the aesthetic appearance and dimensions of the existing hull. The superstructure, including the ¿car deck¿ will be repaired and not replaced. If constructability factors require selective demolition (for removals, access, rigging, etc.) the area or areas demolished will be replaced in kind materially and aesthetically. The superstructure will likely require substantial repairs to subcomponents, such as trim, windows, sheathing, and coatings. While there are multiple compartments and holds within the hull below the car deck, the priority of the project is to retain the engine / boiler room and the casings that contain the walking beam / A-frame and the smokestack. If the hull is replaced, the engine / boiler room and the steel casing, including their contents: boilers, engine; A-frame, walking beam; piping; valves, engine mounts, wooden ceiling, and the bulkheads would be placed inside the new hull and rendered accessible for future visitors. The NPS conducted a condition assessment which included an on-site inspection of the vessel and its systems and while thorough, was limited in scope due to the nature of wooden vessel construction. Essentially, the examination was limited to visible portions of the hull and its structure. Specific emphasis was placed on the structural condition of the hull, deck and superstructure including framing, internal and external planking, contemporary mechanical systems, electric and potable water supplies, fire detection and suppression systems and the condition of coating systems. Based on the evaluation, the vessel is not in immediate danger of sinking but is in need of significant repairs due to the poor conditions observed.
