Subject: Sources Sought Notice Reference: HAVO 318732 and HALE 318735, Rehabilitate Perimeter Fencing for Resource Protection ***AMEND 0002*** AMEND 0001 inadvertently did not include the following update: CLARIFICATION: There is a new requirement for each park. This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 238990 Small Business Size Standard: $19,000,000 Solicitation: The NPS anticipates issuing a request for proposals in June 2023. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: The project is located at multiple sites including Haleakal¿ National Park (Island of Maui) and Hawai¿i Volcanoes National Park (Island of Hawai¿i) in the state of Hawaii. The construction magnitude is $10 - $25M(FAR range) The anticipated period of performance is approximately 1,825 calendar days (5 years). The HALE surrounding area is rural with limited staging areas located at park headquarters and near Kipahulu Visitor Center (Oheo LZ). The HALE construction sites are very remote and accessible only by helicopter. Park headquarters (staging area A) is approximately 30 miles from Kahului / suppliers / lodging facilities. Kipahulu Visitor Center (staging area B) is approximately 60 miles (2.5 hr drive) from Kahului / suppliers / lodging facilities. However, delivery by semi-truck is not possible on this stretch of road, due to narrow segments. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. Construction is required at remote sites, and the contractor may choose to base camp in the field at pre-approved spike camp locations. Fencelines to be rehabilitated at HALE exist on steep slopes and Helicopter operations will be required. Delivery of fencing materials to HAVO is expected close to after Notice-to-Proceed so that park staff can begin fencing replacement. Project Scope: The Contractor shall provide all supervision, labor (as applicable), materials, equipment, and all other items necessary to complete the work as identified in the project specifications and associated documents. This project will include the following elements: ¿ Purchase and deliver 40 miles of fencing material (posts, mesh, fasteners, anchors, and foundation materials) to Hawai¿i Volcanoes National Park (HAVO) Headquarters. ¿ Purchase and deliver 11 miles of fencing material (posts, mesh, fasteners, anchors, and foundation materials) to Haleakal¿ National Park (HALE). Final location of material delivery at HALE will depend on contractor¿s means and methods and specification requirements for fence installation. 4 miles of fencing will be government furnished. ¿ Rehabilitate approximately15 miles of fencing. Fence work will be completed on steep terrain and through thick vegetation. Vegetation clearing along the fence corridor will be required on many portions of the fence lines. Mesh from existing fencing will be re-used as skirting for the new fence. Existing posts and other fencing materials to be removed shall be back-hauled and properly disposed-of or recycled. Most of the work sites are remote and require the use of a helicopter to transport crews and supplies to and from heli-bases. The contactor may choose to base camp in the field at spike camp locations that are preapproved by the NPS. Submittal Contents: Interested (small and large) businesses should submit the following information: (1) Company name, DUNS number, address, point of contact, telephone number, and email address. (2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.¿see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. (3) Statement regarding your company¿s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions. (5) In addition businesses may submit existing marketing materials such as capability statements and brochures.
