Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: Stehekin, WA is located at the northwestern end of Lake Chelan in the Lake Chelan National Recreation Area. The National Park Service (NPS) owns and operates the Stehekin sewer and wastewater treatment system as part of the North Cascades National Park (NOCA). The sewer collection system serves a lodge with restaurant and gift shop, a visitor center, boat landing and docks with sewer pump out facilities, public picnic grounds, concessionaires, NPS housing and some private residences. The system is highly seasonal with the flows being highest in the summer (May through September) coinciding with peak visitation. The existing Stehekin WWTP and sewer system were originally constructed between 1974 and 1976. The treatment system is a physical-chemical treatment process that was provided on factory assembled skids. This treatment process is no longer marketed or supported by the manufacturer. It was selected at the time due to the seasonality of the treatment plant operations and challenges with maintaining a biological treatment system during low flow periods. The WWTP has a capacity of 25,000 gallons-per-day. A portion of the treatment plant was replaced in 1985 and the entire system was rehabilitated in 2000. The treatment plant skids now are exhibiting severe corrosion, many of the supporting systems are beginning to fail, along with most of the control systems. Many of the failed components are no longer produced and therefore cannot be replaced. The treatment system is beyond its useful life and needs to be replaced. This project will replace both the wastewater treatment plant and the associated drainfield disposal system. Project Conditions: The project is located at North Cascades National Park Service Complex, in Stehekin, WA. The area is remotely located at the northwest end of Lake Chelan in the small village of Stehekin. Stehekin is 54-miles up-lake from the City of Chelan. Access to Stehekin is only available via a ferry boat, barge, private small plane, or hiking. Transportation of construction equipment and building materials will take extra coordination and is limited to the use of barges, and the transport of personnel via ferries that operate on a limited schedule from the city of Chelan. Access to the project site from Stehekin is via a narrow and steep road. All of these site access issues will be identified in Division 1 specs. The project will have very limited staging located near the project site requiring a multi-phase approach as will be identified in the Division 1 specifications. The nearest commercial center for supplies and equipment is Chelan, WA. There are very limited private and commercial lodging facilities in Stehekin for which the contractor will be required to arrange. All of these construction logistics will be identified in Division 1 specs. The Park will remain open and the existing wastewater treatment operations will remain functional during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor and operations impact. The new structures and facilities will be constructed in an area considered a natural resource and protective measures are required to ensure the surrounding natural areas remain undisturbed and all construction activities remain within project site boundaries. The total anticipated period of performance is 24-months including a mandated Winter seasonal shut down period from late-October to mid-April. Work hour restrictions are anticipated to be dawn to dusk. Water and electricity are not available at the site for construction. Temporary power for construction may or may not be available. Any use of power from the existing electric service would have to be coordinated between the contractor and Chelan Public Utility District (PUD). However, it is more likely that the Contractor will have to provide their own sources of electrical power. Portable toilets will be required for temporary sanitary facilities for construction. Cell phone coverage is not available and the Contractor shall coordinate communication needs with satellite provider if communication provisions are needed. The project will be required to procure and install Orenco Systems, Inc. AX-MAX Proprietary Class II Sewer Treatment System using the recirculating textile fabric treatment method. See attached JOFOC for additional information on the required brand name and model for the Sewer Treatment System. Project Scope: This project will replace existing Stehekin Wastewater Treatment Plant (WWTP) with a modern facility. Project scope includes demolition and removal of existing package skid and tanks, rehabilitation and upgrade of the building, and installation of new recirculating textile filter treatment system capable of meeting new discharge permit standards set by the State of Washington Department of Health (DOH). The new treatment system will be cost effective, simple to operate and capable of meeting new DOH groundwater discharge permit requirements. This project will also eliminate the biosolids handling process in favor of a primary tank to reduce overall operations and maintenance requirements.
