The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (CAVE 169636) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 2:00 pm Mountain Time on August 2, 2019. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Carlsbad Caverns National Park (169636) Replace Old/Failing Primary Electrical Distribution Infrastructure NAICS Code: 238210 Estimated Cost Range: $5 Million to $10 Million, Estimated Period of Performance: January 2020-August 2020 Project Description The purpose of this project is to design (where stipulated), supply, coordinate, undertake, install, test and commission the following items: 1. Demolition of the electrical services and building work which become redundant as part of the electrical infrastructure alignment project and safely remove from site and dispose of in accordance with 01-74-19 Construction Waste Management and Disposal. 2. Coordinate with XCEL energy for the amendments to the 12.47kV Primary distribution. 3. Provision of stage works to enable the site to operate under normal conditions, including the provision of all temporary supplies and provisions. 4. Provision of a new 480V 60Hz 1000kVA standby diesel generator (EPA Tier 4 certified) in a Level 1 enclosure with managed load bank. 5. Provision of new 12.47kV distribution, cable duct bank, conduits and raceways, cables, MV switchboards, switchgear and transformers. 6. Provision of new Low Voltage distribution, cable duct bank, conduits and raceways, cables, MV switchboards, switchgear and transformers. 7. Provision of new Low Voltage distribution, cable duct bank, conduits and raceways, switchboards, switchgear, ATS and transformers. 8. Modifications to existing electrical installations to accommodate reconnection to new electrical infrastructure. (Including inspecting and testing of the existing electrical services). 9. Grounding and surge protection to NFPA 70. 10. PLC control and associated cables, conduits and raceways, communications and control cabling, power supplies and equipment and required programming. 11. New Lighting and Emergency lighting systems and associated control, cabling conduit, breakers, etc. (NOTE all external luminaires shall be approved by NPS before use). 12. New receptacle power and associated cabling conduit, breakers, etc. 13. Construction work and structural work in connection with the project including but not limited to new generator enclosure, concrete/reinforced duct banks, equipment pads, make good surfaces of removed equipment and ground surface reinstatement, painting and making good internal and external surfaces, new fiberglass trench covers and reinstating wall floor and ceiling penetration ratings (fire/smoke and acoustics as required). 14. Testing and commissioning. 15. Operations and Maintenance Manuals and as built drawings. 16. Integrated systems testing. 17. Training of site owner's staff, owner's staff and owner's maintenance contractor. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1) Experience performing the following work: a) Site Civil/Rock Trenching b) Primary Service Electrical Work c) Acquisition of primary electrical equipment, code compliance, electrical utility coordination d) Provision of Temporary Power Solutions 2) Relevance of Project Experience to this Project: a. Historic and Natural Resource protection b. Work for National Park Service or projects with similar requirements. c. Culturally Sensitive projects. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
