SAJH 152762 Replace American Camp Visitor Center at San Juan Island National Historical Park, Friday Harbor, WA The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement shall be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park, and project on your package (San Juan Island National Historic Park/SAJH 152762) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 2:00 PM, Mountain Time on April 2, 2019. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms must be registered and certified in www.SAM.gov. San Juan Island National Historic Park Replace American Camp Visitor Center NAICS Code: 236220 Estimated Cost Range: $1M - $5 M Estimated Period of Performance: September 2019 - July 2020 Period of Performance (total number of days) - 334 days Project Description Replace an existing double-wide Visitor Center trailer with a new permanent Visitor Center, approximately 2,000 square feet in size, on the same site. The new building provides space for a vestibule, lobby, interpretive exhibits, sales, open office/break room, women's restroom, men's restroom, family restroom, electrical/telecom/IT room, storage room, and utility room. Project also includes replacing the septic system and upgrading segments of the electrical, telecom, and water lines. Exterior improvements include a new entry road re-alignment from Cattle Point Road to American Camp Road, an expanded lower parking lot, upper existing parking lot improvements, an exterior entrance orientation plaza, a bus/drop-off, an interpretive plaza, an informal picnic area and improved trails. The visitor center, exterior plaza, parking lot, future exhibits, and public restrooms will be fully accessible, allowing visitors of different abilities to learn about and experience park resources. Interpretive exhibits design is not included in this project, however interior exhibit space and exterior exhibit space adjacent to the building is included. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice.**** 1) Experience performing the following work: a. Experience in the construction of similar complexity and size projects b. Responsibility for the protection of cultural and natural resources c. Experience working in adverse weather conditions including snow and ice d. Experience working on an island where material deliveries and worker commutes shall have to done via Washington State ferry, and/or water taxi. 2) Relevance of project experience to this project: a. Coordination with other contractors on congested project sites b. Historic and natural resource protection c. Work for National Park Service or other federal agencies Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
