SOURCES SOUGHT ANNOUNCEMENT The National Park Service has a construction requirement for the following project: Project Location: Oregon Caves National Monument & Preserve, Oregon Park Abbreviation: ORCA Project Title: Correct Life Safety and Other Deficiencies in the NHL Oregon Caves Chateau Project #: 150025 Estimated Range: >$10,000,000 NAICS Code: 236220 (Commercial and Institutional Building Construction) The NPS is planning to issue the solicitation for this project as a competitive procurement. It is estimated that the future solicitation will be issued in April of 2019. The estimated construction contract performance period is August 2019 through January 2021. This is not a request for proposal or an invitation to bid. There is no bid package, solicitation, specifications, or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought Announcement, or any follow-up information requests. If you are interested in participating in this competitive requirement, please submit a detailed capabilities statement, as described below, to joy_ewalt@nps.gov and dane_johnson@nps.gov no later than 5:00 p.m. (Mountain Time) on March 22, 2019. If you choose to submit a package, clearly identify the park and project on your package (ORCA-150025 CHATEAU), your socioeconomic status (if any) (8(a), HUBZone, Service Disabled Veteran Owned, WOSB, EDWOSB, Small), and your DUNS number. All firms must be certified in SAM at the time of your submission. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Your email capability information MUST be 5 pages or less (not including your experience), and be SPECIFIC to the scope of work and capability information provided below. Submit a Capabilities Statement for your company, and for any subcontractors you would use on the project. The amount of interest, or lack thereof, will determine the possibility of a competitive set-aside, or a full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc. - see 13 CFR 121.103 and 13 CFR 121.108. All firms should be certified in the System for Award Management. https://www.sam.gov Scope of Work Correct Life Safety and Other Deficiencies in the NHL Oregon Caves Chateau The project will correct critical life and safety deficiencies of the Oregon Caves Chateau, National Historic Landmark (NHL) to ensure code compliant emergency egress and fire protection. Completed in 1934, the architecturally complex NHL has significant barriers to accessibility due to its hillside location. Work will be completed in two phases. Phase 1 will correct fire suppression and detection, egress and accessibility deficiencies in public areas and 5 guest rooms. Project includes fire suppression, installation of code compliance egress doors, fire detection and suppression system. Project will address structural deficiencies. Accessibility improvements include conversion of 1st floor guest rooms to be fully accessible (signage, door widening, closets and lavatories). Public areas will have improved access dining facilities and restrooms. A wo-story with Limited Use, Limited Application (LULA) elevator will be installed between lobby and dining areas. Project includes replacement of water supply piping, waste vent line piping, toilets and faucets. Replacement of steam piping, traps and radiators. Replacement of main electric service entrance panel. Installation of plywood shear panels to interior walls. Phase 2 will address accessibility, fire suppression and detection, egress and accessibility deficiencies in upper level lodging and lower level employee areas. Work includes an internal stairway with fire-rated doors between the 3rd/2nd floors, floor joist replacement, and adding lateral force resistance through addition of plywood sheer walls on all exterior walls. Steel framed balconies will be added to meet fire code egress. Capability Information: 1. Experience: Interested offerors shall submit up to five (5) examples of similar projects that include all individual project components described in scope and costs that occurred within the last five years. Provide sample projects with an approximate contract value of $10,000,000 or more that demonstrate completing the project on time and on budget, taking into account problems encountered on the identified contracts, and the offeror's corrective actions. Projects cited should demonstrate that the Contractor has the technical capability, skills, and experience necessary to construct this project. The Contractor shall have acted as the prime contractor. In particular, focus on the following criteria: Criterion A - Describe your experience with protection of Historic Structures with an understanding of the Secretary of the Interiors standards. Criterion B - Describe your experience working in remote locations, with sensitivity to natural and cultural resources. Provide examples of your work that demonstrates you have successfully worked in environmentally sensitive locations (e.g. park, sanctuaries/preserves) within the past 5 years. Criterion C - Describe your experience working Mechanical, Electrical, and Plumbing retrofits and upgrades within an existing structure. Criterion D - Describe your experience in addressing site and building accessibility. Criterion E - Describe your experience in installing elevators within an existing building. Criterion F - Demonstrate your experience in the use of BIMM, project has been designed within a Revit model and will be provided to contractors for use in developing your proposals and cost estimates. Demonstrate the use of BIMM during construction for submittals, RFI's, Coordination and final As Built drawings. 2. Financial Capability: Interested offerors shall have acted as the prime contractor on projects with an estimated range of more than $10,000,000 providing examples and a determination that your company possesses sufficient resources to successfully complete this project. Offerors shall also provide assurance that they can obtain sufficient bonding for the project, via a letter from their bonding company. 3. Facility: The contractor shall demonstrate access to, either in-house or via rental, appropriate equipment for constructing this project. END SOURCES SOUGHT ANNOUNCEMENT
