This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The Government anticipates conducting a competitive acquisition for this requirement. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Project Details: Yosemite National Park Rehabilitate Wawona Wastewater Treatment Plant NAICS Code: 237110 Estimated Cost Range: More than $10 million Estimated Period of Performance: October 2019 - May 2021 Project Description 1. The Work includes the rehabilitation of the over 30-year-old Wawona Wastewater Treatment Plant (WWTP). Rehabilitation includes updating processes to contemporary standards, improved energy efficiency, increased and improved plant treatment capacity, creation of onsite solids handling, compliance with current and anticipated treatment standards, and adaptability to low winter and high summer flows. 2. The Work includes the addition of offices and workroom, upgrade of toilet rooms and replacement of miscellaneous items for ABA accessibility. 3. The Work includes the replacement of the golf course irrigation system, the golf course irrigation pump, all controls associated with the irrigation system, electrical service to the new facilities, testing of the new system, programming the system to integrate to the WWTP SCADA system, and construction sequencing while continuing to dispose of all necessary wastewater generated at the WWTP. 4. The Work includes construction of a subsurface disposal system within Fairway 7 of the existing golf course. The work includes clearing of the existing fairway, installation of the transmission pipelines, distribution facilities, monitoring facilities, and restoration of the fairway grades and sod. Work would be coordinated with existing WWTP operations to allow for disposal of treated effluent generated at the WWTP. 5. The Work includes removal of the existing River Discharge Pipeline. Project will be constructed under a single prime contract. The Work shall be conducted in phases so as to maintain operation of the wastewater treatment system throughout construction. Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts, specifically Replace Wawona Campground Septic & Leach Field System for replacement of six campground restroom sewage disposal leach fields with a new connection to the Wawona wastewater system. FIRMS INTERESTED IN THE PROJECT SHOULD POSSESS THE FOLLOWING SPECIALIZED SKILLS AND EXPERIENCE AND SHOULD ADDRESS THESE SPECIALIZED SKILLS AND EXPERIENCE IN THEIR RESPONSES TO THIS NOTICE: 1. Experience with similarly sized civil construction, sewer utility, and wastewater treatment facility repairs and rehabilitation, including commissioning of wastewater treatment plant. 2. Experience constructing within work areas in use by residents and/or workers and temporary utilities and/or phasing of work to ensure ongoing utility service during work. 3. Experience with construction at remote and difficult to access sites. 4. Bonding Capability - Interested firms MUST provide a letter or other proof of bonding capacity
