ACTION: SOLICITATION. The solicitation, drawings, and specifications are NOW AVAILABLE. TITLE OF PROJECT: Scorpion Pier Replacement, Channel Islands National Park, CHIS 174534 DESCRIPTION OF PROJECT: This project is approximately 20 nautical miles from the coast of California, will consist of constructing a 300ft long Pier composed of 52 steel piles, 18 inch diameter (Pier bents and piles used for berthing and support of the access systems) installed by drilling casing through layers of sand/sediment and cobble. Piled "bents" will be 20ft on center with lengths reaching 70'. Additionally, 19 fiberglass fender piles will be installed around the Pier (12 inches in diameter). Pier is 18ft wide and broadens to 30ft by 60ft at the end. Pier support piles will be installed with grouted UHMW sleeves to prevent corrosion and potential erosion caused by breaking wave action. Berthing piles shall have laminated pile wrap fender, mechanically attached. Associated pier appurtenances are included, such as stainless steel grating passenger and light freight loading platforms, gangway system, self-powered diesel engine driven crane including personnel transfer device and pier lighting and electrical systems. Access to the Pier will be provided by an ADA-compliant gangway supported by a platform that can be raised and lowered by a diesel powered winch. Winch will have the capability of being operated from the Pier or from an approaching vessel. A deck framing system is composed of glulam beams utilized to support a timber deck. Timber deck is composed of 4 x 12 DF decking on 4x sleepers bolted to the steel frame. The project includes an access roadway approximately 140 feet by 20ft wide consisting of earthen fill, quarry run and gravel materials that interfaces from existing grade to the head of the new Pier. To contain the fill needed for the inclined roadway, the access road will be additionally protected by a rock revetment and a short length of headwall bedded into the rock subgrade. TYPE OF PROCUREMENT: It is anticipated that a negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. ESTIMATED PERIOD OF PERFORMANCE: October 2019 through May 2020 This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS 237990 is $36.5 million. Small Disadvantaged Business and HUBZone firms must be certified in accordance with solicitation clause, FAR 52.219-8-Utilization of Small Business Concerns. All responsible small business sources may submit an offer which, if submitted in a timely manner, will be considered.
