Hot Mix Asphalt for Grand Teton National Park This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor providing the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1419Q0043. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2020-005 and are available in full text through Internet access at http:// www.acquisition.gov/far/. This is unrestricted and the associated NAICS code is 324121. See the price schedule for a list of items. This Acquisition may result in a firm fixed price contract. Grand Teton National Park needs to purchase a minimum of 2076 tons of Hot Mix Asphalt for the 2020 construction season. An option to purchase up to an additional 647 tons of asphalt shall be available to the Park. This optional quantity will be made known to the contractor by September 1, 2020. See 52.217-7 -- Option for Increased Quantity -- Separately Priced Line Item for additional information. The period of performance will start approximately June 1, 2020 and end September 25, 2020. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda are included in the solicitation body. The provision at 52.212-2, Evaluation -- Commercial Items will not be utilized for this acquisition. Simplified Acquisition evaluation procedures as set forth by FAR Part 13 will be applied in the evaluation of offers received. Award shall be made to a responsible, responsive contractor in accordance with the terms and conditions of the solicitation. See the solicitation body for details regarding the required submissions and the evaluation. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition; there are no addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and the applicable clauses are annotated in the solicitation body for this acquisition.
