Detection K9 Services for Watercraft Inspections of Zebra and Quagga Mussels This sources sought, in accordance with FAR Part 10, is to conduct market research on industry capability to provide K9 Detection Services for zebra and quagga mussels for the Department of Interior, National Park Service (NPS). This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. If you are interested, please submit your detailed capabilities in writing to demonstrate same or similar experience as outlined in the draft Statements of Work. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The Government anticipates conducting a simplified, competitive acquisition for this requirement under FAR part 13 to establish a multiple award Blanket Purchase Agreement (BPA). The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. Misrepresentation of size status can result in penalties (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108). Please refer to current SBA guidance and Title 13 Part 126 Subpart B of the Code of Federal Regulations (CFR) regarding HUBZone firms. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Project Description: The purpose of this proposed BPA is to provide K9 detection services for zebra and quagga mussels supporting locations throughout the National Park Service¿s Intermountain Region (Regions 6, 7, & 8), specifically in Texas. Project Location: This region includes National Park sites and locations throughout Arizona, Colorado, Montana, New Mexico, Oklahoma, Utah, Wyoming, and Texas. However, the current requirements are both at National Recreation Areas in Texas. The Government anticipates award of no more than three (3) firm-fixed price Blanket Purchase Agreements to compete BPAs between. All relevant input is encouraged.
