This is a COMBINED SYNOPSIS / SOLICITATION for commercial items / services, prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as the result of this combined synopsis/solicitation. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) 140P1321R0009. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 115310 (Fuels Management Services). The small business size standard is $20.5 Mil. Offers from other than small business will not be accepted or considered. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-05 and are available in full text through Internet access at http:// www.acquisition.gov/far/. This acquisition is in support of Rocky Mountain National Park, Colorado. The primary goal of this contract / project is to reduce the fuel load and change fuels arrangement inside the park boundary to reduce the threat of wildland fire to the adjacent communities and municipal water sheds. Work includes felling standing trees, pruning remaining trees, removing ladder fuels, bucking dead and down material, and piling all resulting material on site for future pile burning in deep snow conditions. All work must be conducted in a manner that protects rare plants, preserves sensitive wildlife habitat, protects park visitors, and minimizes the aesthetic impacts of the work for our park visitors. The intent is to complete this contract with hand crews using hand carried chainsaws and/or non-motorized tools, off road vehicles are not permitted. Future pile burning will be conducted by Rocky Mountain National Park personnel and is not part of this contract. The Lily Lake Deep Fuels Reduction Project is approximately 599 acres, broken up into 9 Blocks, Blocks A through I. The Government's intent is to award the contract to one contractor based on the best value to the government including but not limited to; production capacity to complete the work in a timely fashion, knowledge, and experience with this type of work, past performance as it relates to quality and customer satisfaction, and price. Given current annual funding limitations it is anticipated that 5-9 blocks will be awarded initially, and the remaining block(s) may be awarded as options as funding allows. Please remember to bid on each block individually and independent of award/s of other blocks. Because this project is also inside designated Wilderness, we are soliciting two types of bids on Blocks G, H, and I. One bid for completing all the work with chainsaws and one bid for completing all the work in with non-motorized tools. Should funding allow some of these blocks may be awarded for implementation with non-motorized tools so a side-by-side comparison between the two methods could be completed. (see the solicitation for these specifics). The Government may reject any or all proposals if such action is in the Government's best interest. The Government intends to evaluate proposals and award on initial proposal submission. Therefore, the offeror's initial proposal shall contain the offeror's most favorable terms from a technical and price standpoint. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility. The Government will not reimburse any offeror for any proposal preparation costs. Submitted proposals must be valid for a minimum of 90 calendar days after the solicitation close date.
