Proposals are NOT being requested, nor accepted at this time. The purpose of this Sources Sought Notice / Request for Information is to obtain knowledge of interest, capabilities and qualifications from qualified small business concerns. The National Park Service (NPS) will use information obtained through this notice as well as other market research to develop an acquisition strategy. The National Park Service in Utah is conducting market research to determine the availability of small businesses, certified 8(a), HUBZone, Woman-owned, and Service-Disabled Veteran-Owned Small Business sources with current relevant qualifications, experience, personnel, and capability of providing Aseptic Custodial Services at Zion National Park, Springdale, UT 84767. The specific location within Zion National Park will be determined as events occur and may consist of an entire facility or portion thereof identified in the Statement of Work. NAICS Code is 561720. The small business size standard is $18.5M annual revenue. If your business can fulfill this requirement and have a different NAICS Code, please notify us of that NAICS. The anticipated contract period is a base period of one year plus four (4) one-year options. The work will consist of the following: Zion National Park is located in southwest Utah and park headquarters are located in Springdale, UT. The main park of the park with most facilities are adjacent to Springdale. Other facility locations are Kolob Canyons (New Harmony, UT) and the Kolob Terrace Road (Virgin, UT) The park consists of 158 buildings ranging from a 40,000 square foot motel to an 80 square foot vault toilet. The scope of work is for the Contractor to provide all management, supervision, tools, equipment, supplies, and labor necessary to ensure that aseptic custodial services are performed for Zion National Park. The specific location within Zion National Park will be determined as events occur and may consist of an entire facility or portion thereof identified in the Statement of Work. The detailed cleaning and disinfection processes are based on current CDC guidance for virus outbreaks. Cleaning frequency will be incident driven. Please refer to the Statement of Work for more information. The Government will use responses to this sources sought announcement to make appropriate acquisition decisions. A decision will be made whether to issue the solicitation as a set-aside for 8(a), HubZone, Woman-Owned, or Service-Disabled Veteran-Owned contractors, or whether to issue a solicitation as full and open competition. The Government invites contractors with the experience and capabilities to submit the following information: 1) Company name, address, point of contact name, phone number, e-mail address, and DUNS #. 2) The North American Industry Classification System (NAICS) code is 561720, Janitorial Services; the largest a firm can be and still qualify as a small business for Federal Government programs under NAICS code 561720 is no larger than $18.5M annual revenue. If your business can fulfill this requirement and have a different NAICS Code, please notify us of that NAICS. Provide a list of equipment that would be available for completing the work as specified. Respondents must include references and a capability statement for at least two (2) projects/contracts within the preceding three years that are similar in scope and magnitude. For each reference include the company/entity name and title, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar contracts. Respondents shall provide a list of contracts by contract numbers, project titles, dollar amounts, contract completion dates, overall performance ratings and evidence of the following specific capabilities: a. Provide examples of contracts successfully performed as a prime contractor within the preceding three years of similar size, scope and complexity as the work indicated above. Indicate project specifics and provide references with names and phone numbers. b. Provide proof of SBA certification, or similar, for 8(a), HubZone status, Woman-Owned, or Service Disabled Veteran-Owned small business firm. The capabilities statement request is not a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding your company¿s ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. 5) Provide any additional feedback that you feel is relevant (e.g., problems or any other issues experience with similar contracts). The Government is under no obligation to consider incomplete information or information received after 6 May 2020 as part of the formal market research for this or any future acquisition that may be contemplated. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations may be made. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy.
