This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government’s intent to award a firm-fixed-price type of purchase order on a sole source basis to the Coastal States Stewardship Foundation in support of the Northeast Ocean Data Portal, pursuant to FAR Part 13.5 Simplified Acquisition Procedures and in accordance with FAR 13.106-1(b), Soliciting from a single source. The Northeast Ocean Data Portal is a centralized, peer-reviewed source of data and interactive maps needed by a broad range of government entities, non-government organizations, and ocean stakeholders through a robust information management system. The Portal has become an integral resource for BOEM in its environmental analyses to support regulatory and management decisions and serves as online repository for data outputs produced under BOEM’s Environmental Studies Program. It is therefore critical that the Portal be maintained and updated to ensure it remains available to the public. The Coastal States Stewardship Foundation is a partner and facilitator of the Northeast Ocean Data Portal. BOEM has determined there is no other vendor that can reasonably provide administrative and management support to the Portal without disrupting operational functions or causing reasonable delays in the services provided by the Portal. It is anticipated that award of a purchase order will occur on or before September 15, 2023, with a 12-month period of performance. The applicable NAICS Code is 519290. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below by 05:00 PM ET, August 11, 2023 (reference Solicitation No. 140M0123Q0048). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
