NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT TO OBTAIN SOFTWARE MAINTENANCE TECHNICAL SUPPORT AVO+ AND STRATA+ SOFTWARE. This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government’s intent to issue a sole source contract with to GeoSoftware LLC, 2000 W. Sam Houston Parkway South, Suite 950 Houston, TX 77042, in accordance with FAR Subpart 13.106-1(b). The Bureau of Ocean Energy Management (BOEM) has a requirement to obtain software maintenance technical support AVO+ and Strata+ Software. These licenses are utilized by Geoscientist as part of their Geophysical Oil Exploration and Production responsibilities for the Bureau of Ocean Energy Management (BOEM), Resource Evaluation Division. Annual maintenance includes technical support and periodic updates of the software. As part of the maintenance BOEM receives periodic updates, bug fixes and enhancements to the functionality of the software this acquisition. The contractor, GeoSoftware LLC, holds proprietary rights to the AVO+ and STRATA+ software and its annual maintenance, and is not offered through any resellers or distributors. Both software applications are used by the BOEM Resource Evaluation Division in Alaska; AVO+ is used to analyze the fluid content of reservoir rocks through a combination of visual, analytical and modeling processes using both pre-stack seismic and well log data, while STRATA+ analyzes 2D or 3D post stack seismic volumes to produce an acoustic impedance volume. The annual maintenance includes technical support and periodic updates of the software. The software maintenance also covers assistance by the company over the telephone when the software experience lag issues or the updates fail to initialize. There are no other sources that can provide these subscription services. The anticipated period of performance is 12 months. The place of performance is the contractor’s facility. PLEASE NOTE: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of providing software maintenance and technical support for AVO+ and Strata+ Software may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Specialist by 4:00 pm, Eastern Standard Time 24 May 2023. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
