This acquisition is being conducted in accordance with the Federal Acquisition Regulation Part 15. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on the behalf of the Bureau of Ocean Energy Management (BOEM), is conducting this acquisition to meet the Government's Requirements Titled: "Geophysical, Geological, and Environmental Data Collection and Analysis supporting Outer Continental Shelf Marine Minerals Stewardship." The BSEE, Acquisition Operations Branch, is the contracting office for this acquisition and the resultant contract administration. All vendors interested in this acquisition must be registered in the System for Award Management (SAM) located at https://www.sam.gov/SAM/ in order to be considered for award and receive a Government contract. The Government intends to competitively award a Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract for the Government's Requirements described herein. Therefore, a solicitation will be issued on an unrestricted basis. The North American Industry Classification System Code 541620¿Environmental Consulting Services, with a small business size standard of $16.5 Million Dollars, is applicable to the Government's Requirements. The period of performance of the intended contract is anticipated to consist of one base year and four, one-year options. The BSEE, a bureau within the DOI, has jurisdiction over all mineral resources on the Federal Outer Continental Shelf (OCS) and is charged with promoting safety, protecting the environment, and conserving resources offshore, through regulatory oversight and enforcement. The Outer Continental Shelf Lands Act of 1953 (OCSLA) establishes BSEE's jurisdiction. The BSEE was created to oversee offshore worker safety, environmental stewardship, and resource conservation. The BSEE's mission is fulfilled by employing a spectrum of statutory authorities that are designed to reduce offshore risk and improve the ability of companies to respond effectively should an incident occur. The BSEE is responsible for ensuring a consistent, National approach to detection of noncompliance and incident investigation; examining the full life cycle of offshore operations and adapting to changing conditions; incorporating risk-based decision making into core safety functions; and enforcing all environmental protection and oil spill preparedness requirements. The objective of a Single Award ID/IQ Contract is to support the development of a National Offshore Sand Inventory (e.g., identification and characterization of sediment resource areas), determine the locations of potential OCS hard/critical minerals in the development of a National Offshore Critical Mineral Inventory, and collect baseline data to better understand and characterize potential physical, chemical, biological, and cultural impacts from marine mineral extraction. BSEE/BOEM is seeking capable contractor to provide geophysical, geological, and environmental data and related geospatial and analytical services to support BOEM's mission. This scope of work includes identification, characterization, and delineation of OCS sand to further Marine Minerals Program's development of a National Offshore Sand Inventory, as well as other marine minerals in support of development of a future National Offshore Critical Mineral Inventory. The scope of work includes synthesis of existing resource evaluation and environmental data and information, new geophysical and geological data acquisition and processing, as well as studies and monitoring needed to evaluate the potential impacts to sensitive habitats, biological communities, and cultural resources that may result from mineral exploration or extraction activities.
