SYNOPSIS: This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. In accordance with FAR 13.106(b)(1), the purpose of this notice is to announce the intent to award a firm fixed price purchase order on a sole source basis to the University of Texas at Austin. The bureau has a requirement to purchase membership into the Gulf of Mexico Basin Depositional Synthesis (GBDS) Project. The University of Texas at Austin is the only responsible source that can provide the membership into the GBDS Project database. The GBDS dataset includes integrated literature and well data from onshore and offshore activities with a seismic stratigraphic interpretation of the deep basin as well as Geographic Information System (GIS) database with interactive tools, Gulf¿wide 2D digital seismic database and many interpretive data syntheses, theses and reports. No other memberships have been identified with access to such a comprehensive database of information relevant to BOEM¿s needs. The purchase of the membership is anticipated to be for a two (2)-year period beginning January 1, 2020 through December 31, 2021. The applicable NAICS code for this acquisition is 519130 ¿Internet Publishing and Broadcasting and Web Search Portals¿. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below no later than 11:00 A.M. (ET) on December 23, 2019. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
