This notice is in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price type of purchase order on a sole source basis to the University of Washington in support of University-National Oceanographic Laboratory System (UNOLS), pursuant to FAR part 13 ¿ Simplified Acquisition Procedures and in accordance with FAR 13.106-1(b) ¿ Soliciting from a single source. UNOLS provides advisory services and oceanographic research to BOEM and other federal agencies. UNOLS also offers management and coordination services to Federal and academic institutions by leveraging an extensive infrastructure of U.S. academic research fleet. Previously located at the University of Rhode Island, the UNOLS Office is now headquartered at the University of Washington in Seattle. Because the University of Washington is currently hosting the UNOLS Office, BOEM has determined there is no other vendor that can reasonably support UNOLS, without disrupting program functions or causing reasonable delays in the services provided by UNOLS. It is anticipated that award of a purchase order will occur on or before June 24, 2019 with a 12-month period of performance. The applicable NAICS Code is 541620. This is NOT a request for competitive quotes. This notice of intent is for informational-purposes only. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business June 4, 2019 (reference Solicitation No. 140M0119Q0033). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
