SYNOPSIS: This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions, FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, on behalf of the Bureau of Ocean Energy Management (BOEM) is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to IMPLAN under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source under RFQ number 140M0119Q0021. IMPLAN will provide customized 2019 IMPLAN data licenses under a customized license agreement. IMPLAN data provides employment, labor income, tax information, other property income, and other economic multipliers for the Department¿s MAG-PLAN models. The requirement will be for a one-year license. Only IMPLAN is able to offer the customized data licenses required for use in the Department of the Interior¿s MAG-PLAN impact models. No other datasets are compatible for this specific use in the MAG-PLAN models. Market research has indicated that the customized version of this license is not available through resellers. This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than April 16th, 2019 at 14:00 ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
