This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. The solicitation number and a statement that the solicitation is issued as a request for quotation (RFQ). iii. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular _2024-03 February 23, 2024. iv. This solicitation is being issued as small business set-aside. v. This combined synopsis/solicitation is for the purchase of the following commercial services: a. 800 Tons of Alfalfa Hay vi. A detailed description can be found in the Statement of Work (SOW) in the solicitation package. vii. Performance shall occur from 05/01/2024 - 07/31/2024 to the following office: BLM- WY Rock Springs Wild Horse and Burro Facility Lionkol Road Rock Springs, WY 82901 viii. FAR 52.212-1, Instructions to Offerors-Commercial, does apply to this acquisition. ix. FAR 52.212-2, Evaluation-Commercial Items does apply to this solicitation. x. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. xi. A statement that the clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. xii. A statement that the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. xiii. The BLM intends to award a firm fixed price contract for this procurement. Delivery payments will be authorized per the payment schedule in the SOW. xiv. The Defense Priorities and Allocations System (DPAS) does not apply. xv. Quotes are due via email to crystalm@blm.gov no later than 2:00 PM MST April 15, 2024.
