This is a combined syn... The Bureau of Land Management (BLM) - Utah, Paria District, seeks a contractor for janitorial services of the vault toilets. The full details are in the Statement of Work (SOW). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being conducted under NAICS code 561720 Janitorial Services. In order to be a small business under this NAICS code a business must have $19.5 M or less in average annual receipts in this category. This competition is a 100% small business set aside under NAICS code 561720. Award will be made using trade-offs with price and non-price factors being roughly equal in weight. Non-price factors being considered are: 1) the contractor's proposed plan to provide uninterrupted services, particularly how the contractor proposes to provide and maintain employees who are able to perform the service; 2) References and past performance for similar work completed whether for the government or for non-government entities. Price considered will be the sum of the base year and all option years. This will be a one-year contract with four option years to continue service. All attached clauses and provisions are in effect. Vendors are required to return the completed provisions disclosures, as well as their proposed plan to provide uninterrupted services, at least two references show completion of the same type of work, and pricing for the base year and each option year. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be debarred from federal contracting.
