OHV TRAIL TREAD MAINTENANCE - Northwest Oregon District OHV Trail Tread Maintenance - Shotgun Creek OHV Area, Nestucca OHV Area, and Clay Creek Trail, BLM Northwest Oregon District, Oregon This notice is posted in accordance with Federal Acquisition Regulation (FAR) 36.213-2 Pre-solicitation Notices and FAR 36.204 Disclosure of the Magnitude of Construction Projects. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Proposal for a firm-fixed price construction contract for OHV Trail Tread Maintenance - Shotgun Creek OHV Area, Nestucca OHV Area, and Clay Creek Trail, BLM Northwest Oregon District, OR Work shall include performing tread maintenance of 55 miles of OHV trails at two OHV areas within the BLM Northwest Oregon District. This work will be completed at the Shotgun Creek OHV Area (31 miles of trails) and Upper Nestucca OHV Area (24 miles of trails) with an Option to complete a 50ft section of Clay Creek Trail. The magnitude of this construction project is between $100,000.00 and $150,000.00. The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 667 days after the date the contractor receives the notice to proceed. The solicitation will be issued as a total Small Business set aside under NAICS code 237990 - Other Heavy and Civil Engineering Construction, and size standard $45 million. One or more of the items under this acquisition is subject to Buy American-Construction Materials. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factor(s) are Relevant Experience where technical/non-price evaluation factors, when combined, are significantly more important than price. The solicitation is anticipated to be issued on or about 09 February 2026. All responsible Small Business sources may submit a proposal which shall be considered by the agency.
