RDO NBHMA West Entrance Parking Lot Asphalting for the BLM-Roseburg District Office, Oregon THIS IS A PRESOLICITATION SYNOPSIS. The solicitation is anticipated to be issued on or about July 23, 2025. All responsible sources may submit a quote which shall be considered by the agency. This requirement is being issued in accordance with FAR part 13 and 15. This procurement is a SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET ASIDE. The Department of the Interior (DOI), Oregon State Office intends to issue a Request for Quote for a firm fixed price construction contract for The Bureau of Land Management (BLM), Roseburg District Office in Oregon for RDO NBHMA West Entrance Parking Lot Asphalting at Lower Table Rock. The work includes clearing and grubbing of turf and other vegetative debris, removal and disposal of concrete pavers and excess aggregate/soils in Kiosk area, removal of signs and benches to replace at a different elevation, compaction of existing aggregate path and placing geotextile fabric, placing base coarse aggregate over the fabric and compacting, and constructing an asphalt concrete sidewalk. Location of work is work under this contract is located in Douglas County, Oregon. The work location is 6100 N Bank Rd, Roseburg, OR 97470, and shown on the drawings. GPS coordinates Latitude 43°19'10.9914' N, Longitude 123°15'14.868' W. IAW FAR 36.204, the magnitude of this construction project is between $25,000 and $100,000. The performance period is anticipated to be approximately 45 days after issuance of Notice to Proceed (NTP). The government estimates NTP will be issued approximately 9/1/2025. The NAICS code is 237310 and the small business size standard is $45 million. Requirement is subject to construction wage determination OR20250001, effective 06/27/2025. The most recent version will be incorporated at time of award. The basis of award will utilize the best value continuum -- lowest price technically acceptable (LPTA) source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factor is Relevant Experience. The solicitation is anticipated to be issued on or about July 23, 2025.
