BLM NORTHWEST OREGON DISTRICT QUARTZVILLE ACCESS ROAD CULVERT REPLACEMENT AND ROAD REPAIR SYNOPSIS This procurement is a Total Small Business set aside. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request For Proposal for a firm fixed price construction contract for Quartzville Access Road (QAR) Culvert Replacement and Road Repair for the BLM Northwest Oregon District Office. The work to be done under this contract includes all labor, supervision, transportation, equipment, tools, supplies, and materials necessary to remove and replace large culverts, saw cutting, excavate paved road sections, place and compact crushed aggregate, patch and pave areas with hot mix asphalt concrete, traffic control, coordination with BLM for work scheduling to conform to regulations, restrictions, and to maintain traffic flow during construction. The work may also include, at the Governments option, additional culvert installation, road repair of slump and upheaval sections, and crushed aggregate shoulder work throughout the road length. The project is located along BLM Road #¿s 12-3E-29.1 (Quartzville Access Road), 11-4E-19, and 11-4E-19.3 NE of Sweet Home, Oregon, Linn County. The magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. The performance period is from date of notice to proceed through +730 days. The NAICS code is 237310 and the small business size standard is $39.5 million. One or more of the items under this acquisition may be subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factor is: Relevant Experience where the technical/non-price evaluation factor is approximately equal to cost or price. Options will be evaluated in accordance with provision 52.217-4 as applicable. The solicitation is anticipated to be issued on or about 08/03/2022.
